SUBMITTING TO THE QUALIFIED E LECTORS OF THE CITY OF FORT
COLLINS THE QUESTION OF AMENDING SECTION 7 OF ARTICLE V,
OF THE CITY CHARTER, AND DECLARING AN EMERGENCY
WHEREAS, Section 5 of Article 7K of the Constitution of the
State of Colorado, provides that the City Council may on its own initiative,
submit any Charter Amendment at a special election to be held not less than
thirty days after the affective date of the ordinance submitting such
question to the voters, and
WHEREAS, a special city election is being called to be held on
Tuesday, the 22nd day of October, A D 1957, and
WHEREAS, it isthe opinion of the City Council that there should
be submitted to the qualified voters the matter of amending Section 7,
Article V, of the Charter of the City of Fort Collins
BE IT ORDAINED BY THE COUNCIL OF TFE CITY OF FORT COLLINSs
Section 1 That there is submitted to the qualified voters of
the City of Fort Collins, at a special election to be held on Tuesday,
October 22, A ,D 1957, the question of whether or not Section 7, Article
V, of the Charter of the City of Fort Collins should be amended to read as
follows
"Section 7 Maximum Mill Levy The mill levy shall not exceed
sixteen mills on each dollar of assessed valuation of taxable property within
the City for aj;� purposes Any mill levy in excess of the sixteen mills
aforesaid shall be absolutely void as to the excess and it shall be unlawful
for the assessor to extend and for the treasurer to collect any such excess "
Section 2 In the opinion of the City Council an emergency exists
for the actual preservation of the public peace, health, safety and property,
since it is necessary for the immediate passage of this ordinance in order to
submit the same at the above mentioned special election Accordingly this
ordinance shall take effect upon its passsye under and by virt,ze of the
authority contained in Sections 6 and 7 of Article II of the City Charter.

all the members of the City Council as an emergency ordinance at a regular
meeting held this 12th day of September A D 1957
