BEING'AN-ORDINANCE-AMENDING SECTIONS 4-102, 4-103,
4-1050 "4-110_AND-4-112 OF THE CODE OF ORDINANCES
OF THE CITY OF,FORT COLLINS. RELATING .TO ELECTRICAL
INSTALLATIONS, INSPECTION, LICENSING, PERMITS AND
REGULATIONS
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS:
Section 1. That Section 4-102 of the Code of Ordinances of the
City of Fort Collins, 1958, �be and -the same hereby is amended to read as .
follows:
"Any person, firm"or 'corporat'ion 'desiring'to engage in the
business of oontractiiig for-or installing, 'altering or re-
pairing`electrical wiring and apparatus,' shall first make
application for"a; license in writing to the`-Directo of
Finance, sfatiag 'the'nime of pe=sori,-firm or-co=poration
making application; place of-business-and aarother infor-
mat on requested'"by the'Director. Such application shall
tie-_accompanied;'by good -and' sufficient bond in the'penal
sum of 'One Thousand`Dollars ($1,-000.00) with a surety
company as: surety, conditioneil,'that :all;electiical, work
installed by said 'person, =firm or corporation of his or
i-ts.employees;. shall- be- in'accordance with the''re4uiie-
ments`6f •Sections• 4=98'to_4=115-of^this code and .such
application shall be aacompariied by a•license-'fee of
One Hundred Fifty Dollars ($150.00) for the original license
and the aum" of One Hundred_Dollars=($100:U0) for yearly
renewal thereafter. -Upon compliance.with the above-
provisions. the"applicant shall be given, after a thYrty
(30Y day period, by the Director, a license card -good for
a 'period of one (1) year subject to revocation by_the
Electrical-Inspector it any time-if the h6 ldei''thereof
fails+to comply with the provisions of-Sections 4-98 to
4-115 of this code."
Section 2. That Section 4-103 of the Code of Ordinances of the City
,
of Fort Collins, 1958,, be.>and 'the same hereby is amended to read as follows:
"Any and' all electricians, before engaging in the installation
61'e1ectif6 wiring'. apparatus or appliances,'shall first
have a valid•-license issued by the Director of Finance of
-the Ciiy-of Fort_=Collins. The -Director of Finance shall
issue--such a .license- upon-being presented with a valid
electiician's 'Iicense' issued 'by' the State of C61orado- and
upon the paysient of` the applicable fee. The lie for the
first'City ;license shall-be: .-for. a Master Electrician,
One.'Hundred'Fifty Dollars- ($150.00) ; fora Journeyman
Electriciaa,'.Ten Dollars ($10.00): For each additional year
af ter .thi first year 'such-fee shall be: for i Master
Electrician, One "Hundied D611ars`($100.00) ; and for a
Journeyman Electrician, Three DollarsJ($300). If- an..
applicant has-.'held a -valid City license.but has'not
•renewed- the same-within a period of one- year after.-expiration,
j' the initial fee shall apply. The Electrical Inspector
shall issue licenses to Apprentice Electricians and the
fee for in`Apprentice Electrician shall be the same as
for a Journeyman Electrician's license.
"Any person who holds a valid license under the .
provisions of Section 4=102 shall not be required to
obtain a license under this section,
"No Apprentice Electrician, while in the performance
of hi"s duty, shall work upon any job while not under the
supervision of a Journeyman or a Master Electrician, '
either in the installation of' new work or repair.work. _
TNo Apprentice Electrician shall be less than (17) seventeen
years of age.
"At no time shall there be more than one Apprentice
for each Journeyman or Master Electrician on any particular
job."
Section 3. _ That Section 4-105 of the Code of Ordinances of the City
of Fort Collins, Colorado, 1958, be amended and changed by deleting therefrom
the following words and figures, to-wit:
"MOTORS AND GENERATORS
Motors up to and including 1 4 H., P. . ..,. . . $ .50

TEMPORARY,WIRING
For reinspection.on account of corrections, One.Dollar ($1.00)."
and by substituting therefor the following words and 'figures, too-wit.
"MOTORS_,AND .GENERATORS

TEMPORARY WIRING
For reinspection on account of. corrections, Two Dollars
($2.00) with such fee paid prior to reinspection."
Section°4. That Section 4+110 of the Code of Ordinances of the City
of Fort Collins, 1958, be and the.same hereby is amerided'to read as follows:
"(a) All electrical wiring in Fire Districts one (1)
and two (2). shall be of either thinwall or rigid conduit,
according to�location. .If thinwall is used,• compression
type connectors and couplings shall be used in these
Fire Districts, All apartment houses with more than three
(3) apartments',' shall be wired in either thinwall or rigid
conduit, provided, however, that one and two family
dwellings may be wired in non-metalic sheathed cable.
(b) All residential electrical wiring in Fire Zone
three.,(3),_may have branch circuits wired in non-metalic
sheathed cable, except those outlined in Section 4.110 (a).
All commercial wiring shall be in either thinwall or rigid
conduit regardless of fire district.
(c) Non:metalic sheathed cable may be used for 'fished'
work in-dry places in rewiring any now existing residences
or apartments. .In damp locations and inside hollow core
masonry, Type UF.cable,_ thinwall or rigid conduit shall be
used, as the location requires, Knob and tube installations
shall not be permitted under any conditions. In Fire
Districts one (1) and two (2). Greenfield type.flexible
conduit may be-used for fixture, motor and device hookups,
if the individual lengths do not exceed 36 inches and
provided this is not 'a hazardous location,
"(d) Residential branch lighting circuits shall be
limited .to not more than: 8 :current consuming outlets per
circuit. Each outlet shall be considered at'not less
than 125 watts, These circuits shall be protected by a
circuit breaker having a rated capacity of not greater
than 15 amperes, and wired with wire 'not smaller than'14
gauge, but not more than the last 30 feet terminating this
circuit shall be run in 14 gauge wire, the remainder
being run with not smaller than 12 gauge wire.. .: Individual
switch•legs..may be run with 14 gauge wire. No convenience
outlets shall be connected to lighting circuits, except such
as are- included as part of the lighting fixture. These
conditions shall apply to residential wiring only,.with
commercial installations being. governed by the .currently
adopted National Electrical Code.
Y . "(e) All convenience outlets shall be run with not
smaller wire than 12 gauge and shall be protected by a
circuit breaker having a rated capacity of not greater ,
than 20 amperes..
"(f) Where a mixed occupancy is constructed, the

most restrictive portion of occupancy will determine the
type of electrical wiring throughout. i
"(g) All convenience outlets used in new or rework
installations, residential or commercial, shall be of the
grounding type, A separate conductor shall be. provided'
to which the grounding contacts shall be connected.
Metilic raceway is acceptable as a grounding conductor.
°(h) Any combination of `two 110 volt.brauch lighting
circuits, branch appliance•circuits, and'combinations of
the two, may be-fed with three conductors,'provided`the
structure contains a three wire 220 volt service, all
three conductors are No. 12 wire and are protected.by
circuit breakers not exceeding 20 amperes, and' the load
wires are-connected to opposite 110 volt legs of the
incoming service,
"'(i) - For the purpose of determining, the size of
conductors of service feeders and sub-feeders, each branch
circuit shall be considered as carrying full connected
load, but with a, minimum of 1,000 watts per circuit.
"(j) Conductors for inside wiring systems shall be of
sufficient capacity to produce not to exceed 2% drop in
voltage between the service devices and the farthest outlet
on circuits,,
"(k) All outlets to be'used for electric -dryers shall
have No4_8 or larger wire, as required by load,
"(1) Grounding., The neutral conductor of all two or
three.wire,. single phase,.alternating current systems
shall be grounded at each individual service.' This grounding
connection shall be made to the neutral service, conductor
in the service cabinet on the supply side of the service
switch.
"(m) The grounding *conductor shall be an insulated
copper conductor with a 'safe carrying capacity of not less
than one fifth that of the service conductor 'to which it is
attached.. In no case shall the grounding conductor be
smaller than No. 8. _ The ground shall be extended without
joint or splice to'-a 'suitable water pipe defined in Section
4-1I0 (n); or:where water pipes are not available to an
approved':groundng rod or+.pipe"driven .into permanently
moist_,earth,-:prow ded,'however, that in structures where .
non=metilic sheathed-cable as 'approved; an arinored'type.
ground wire can be used if all other conditions have been
met.
"(a) The neutral conductor of:' aa-interior wiring system
shall be'coniiected from one•point only, within- thee.building,
to -the grounding pipe or electrode.
"'(o) The grounding conductor atiall,.be properly protected
from mechaaical,,injury and' the connection made to''the water
pipe `or grounding `electrode .by means of as approved ground
clamp,,or > tting-. When. the connection is to the water pipe,
the point-of-connection shall lie made-.to the water supply
line,-, at. its=entrance to -the building. This .groundiag
coaductor•may•�also•.,be used,to ground the, conduit system.
In. all cases- grounding connections shall be made to 'the
service �conduit`.or: service cabinet.by means of approved
grounding fittings or lugs.
"(p) The`kitchen shall have n"o
t'Iess- than two 20- -
ampere circuits for portable -appliance outlets: A dish-
washer'-'stiall; lie'on a separate .20 umpire circuit.' The
clothes.,washer sha lie on a separate 2U ampereYcircu t.

8ha11rbe;at.least one additional 20 ampere circuit pro-
vide&., Furnaces 7may be' connected' to either the washing
machine,or .the-,dishwasher circuit, or a circuit not fully
loaded. with another appliance.
{g)" All current carrying:feeders shall be ot

-outlets may dropped .from these feeder's in size-No ' 14

drop;, provided, ;-however; that two light-•outlets may be
switched w fh=No.`'14 wire providing the cons taut 'load on
said' two outlets does not exceed 400 watts.
All circuit..carrying connections shall lie soldered
or-appropriately spliced-with.Underwriters Laboratories
approved pressure type connectors."
Section 5. ;: That,Siction•4'-112 of the. Gode of Ordinances of the City
of Fort Collins, Colorado, '19581.,be amended. and changed by adding at the end
thereof the following words, .to-wit:
'.`Ldhen"an.electro:sign.has been completely installed,
the -Inspection Department shall be notified and, the sign
shall ,be inspected before it is-put into use."
