HomeMy WebLinkAbout060 - 12/09/1965 - CREATING THE FORT COLLINS-LOVELAND REGIONAL AIRPORT BOARD AND PROVIDING FOR AN AIRPORT MANAGER AT TH ORDINANCE NO 60 1965 BEING AN ORDINANCE CREATING THE FORT COLLINS- LOVELAND REGIONAL AIRPORT BOARD AND PROVIDING FOR AN AIRPORT MANAGER AT THE FORT COLLINS- LOVELAND REGIONAL AIRPORT BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS Section 1 The City of Fort Collins having jointly with the City of Loveland constructed and established the Fort Collins-Loveland Regional Airport and in order to provide for the administration of the affairs of said airport has agreed to adopt and establish by Ordinance the Fort Collins- Loveland Regional Airport Board and to define the powers of said Board, and to abide by such agreement does hereby adopt, the following ordinance Section 2 The Fort Collins-Loveland Regional Airport should be maintained, operated and controlled jointly by the City of Loveland and the City of Fort Collins directly or through the Fort Collins-Loveland Regional Airport Board, which Board is hereby created The Fort Collins- Loveland Regional Airport Board shall consist of six members, three members from the City of Fort Collins and three members from the City of Loveland The appointment for the initial Board shall be made as follows The City of Loveland shall appoint three members two of whom shall serve for a term of four years and one shall serve for a term of two years, and the City of Fort Collins shall appoint three members two of whom shall serve for a term of two years and one shall serve for a term of four years Subsequent appointments to the Board after original appointment shall be for a period of four years or until a successor is appointed The City Manager of the City of Fort Collins and the City Manager of the City of Loveland shall be ex officio members of the Board Vacancies and resignations from the Board shall be filled by the City originally appointing the member resigning or vacating said position Section 3 The Board shall extablish the regular meetings fixing the time and place of the same, shall adopt such By-Laws and rules of procedure as they may determine, selecting a chairman, vice-president, and secretary The Board shall determine all policy matters necessary for the management of the affairs of the operation of the airport and shall keep records of the minutes of their regular meeting and shall have the authority to expend funds for the maintenance and operation of the airport in accordance with a budget approved by the City Councils of the City of Loveland and the City of Fort Collins They shall be empowered within budgetary limitations to employ legal, clerical, consulting or engineering services or other personnel that may be authorizing in the budget submitted and approved by the City Councils of the City of Loveland and the City of Fort Collins They shall be responsible for the supervision of the activities of the airport manager and shall direct him to perform such duties as may be necessary and shall enforce such rules and regulations relating to aviation procedures at the airport which have been adopted by the City Councilsof the City of Loveland and the Q ty of Fort Collins They shall enforce procedures of the building code for the airport adopted by the City Councils of the City of Loveland and the City of Fort Collins They shall insure compliance of the fixed base operator to the terms of a lease between the City Councils of the City of Loveland and the City of Fort Collins and the operator; and shall further review the lease periodically and shall make recommendations to the Councils as may be appropriate They shall approve all fees to be charged by the fixed base operator for services supplied and materials offered for sale at the airport The Board Mail submit a proposed budget for the operation of the airport for the next ensuing calendar year prior to September 1 of each year Said budget shall contain an estimate of revenues available from the airport and a detailed itemization of the expected expenditures They shall not make any expenditures of funds not authorized by the budgets of the City of Fort Collins and the City of Loveland -2- Section 4 The City Council. shall in con3unction with the City Council of the City of Loveland and upon recommendations by the Fort Collins-Loveland Regional Airport Board employ an airport manager who shall sub3ect to the direction and control of the Fort Collins- Loveland Regional Airport Board manage](and control the operation and maintenance of the airport and the rules and regulations pertaining thereto Introduced, considered favorably on first reading, and ordered published this 18th day of November, A D , 1965, and to be presented for final passage on the 9th day of December, A D , 1965 yr ATTEST City C rk Passed and adopted on final reading this 9th day of December, A D , 1965 ayo ATTEST 1 City Clerk -3-
