BEING AN ORDINANCE AMENDING SECTIONS 4-28, 4-72, 4-103,
4-117 and 4-118 OF THE CODE OF ORDINANCES OF THE CITY OF
FORT COLLINS, COLORADO, 1958, AS AMENDED, AND ADDING A
SECTION 4-126 TO SAID CODE OF ORDINANCES RELATING TO
BUILDING, PLUMBING, GAS FITTINGS, HEATING AND AIR
CONDITIONING, AND ELECTRICAL INSTALLATIONS, AND LICENSES
TO MAKE SUCH INSTALLATIONS AND FEES TO BE PAID FOR SUCH
LICENSES
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS
Section 1 That Section 4-28 of the Code of Ordinances of the City
of Fort Collins, Colorado, 1958, as amended, be and the same hereby is amended
to read as follows
"Section 4-28 License Fee for Plumbers--Bond for Master Plumbers
Before any master plumber's license shall be granted by said Director

of Finance, there shall be deposited with the Director of Finance an original
license fee of One Hundred Fifty Dollars ($150 00), and the sum of One Hundred
Dollars ($100 00) for yearly renewal thereafter Every person so applying for
such License shall file with the Director of Finance of the City a petition in
writing, stating his name, place of business and asking to become a licensed
master plumber All journeymen plumbers shall be required by the City of Fort
Collins to register with the Director of Finance for a license card, paying Ten
Dollars ($10 00) per year and must work under the supervision of a master plumber,
who has been licensed and bonded All apprentice plumbers shall be required by
the City of Fort Collins to register with the Director of Finance for a license
card, paying ThreexDollars ($3 00) per year If a master applicant has held a
valid City license but has not renewed the same within a period of one (1) year
after expiration, the initial fee shall apply All licenses shall expire on
December 31 of each year, and the cost shall not be prorated for any portion
of the year No apprentice plumber while in the performance of his duty, shall
work upon any job while not under the supervision of a journeyman plumber, either
in the installation of new work or repair work Said petition of master plumber
shall be accompanied by a bond to the City and shall be in the sum of One Thousand
Dollars ($1,000 00) with a surety company conditioned
for the faithful performance of the duties required by ordinance, rule or
regulation of the Building Inspector, and that he will suitably guard and
protect any excavations or obstructions and defend, save and keep harmless
the City of and from all actions, suits, costs, and damages, and from all
actions, suits, costs, damages, and expenses which shall or may at any time
happen or come to it for or on account of any injury or damage received or
sustained by any person, caused by the negligence or from any unfaithful or
inadequate work done under his license "
Section 2 That Section 4-72 of the Code of Ordinances of the City
of Fort Collins, Colorado, 1958, as amended, be and the same hereby is amended
to read as follows
"Section 4-72 Applications--Licenses--Permits
Before any gas fitting is started, except in the case of connecting
fixtures or appliances where the supply pipes are already above the floor level,
the person, firm or corporation who is responsible for such work shall file with
the Building Inspector an application for permit for each separate job, giving
street number and name of owner of the premises Such permits shall be issued
only on the order of the Building Inspector, who shall be furnished with the
plans, drawings, specifications or description of the proposed work
The applicant shall pay the sum of One and 50/100 Dollars ($1 50) for
up to five (5) fixtures, and 30/100 Dollars ($ 30) for each additional fixture
thereafter A fixture is designated to be any gas burning or consuming instru-
ment or machine In case of any violation hereof, regular permit granted for
the work may be revoked upon the order of the Building Inspector upon notice of
said violation being given to the applicant, and all gas fittings on said
buildings must cease
All gas fittings or appliances requiring vents shall be installed and
in place before final inspection is asked for No person, firm or corporation
shall conduct a trade, business or calling of a gas fitter in the City of Fort
Collins as employer or workman until he has registered with the Director of
Finance of Fort Collins and obtained a certificate of competency which shall
be issued by the Building Inspector and shall be accompanied by the sum of

Twenty-five Dollars ($25 00) for the Master Gas Fitter and Five Dollars ($5 00)
for the Journeyman Gas Fitter The Apprentice Gas Fitter shall also be registered
with the Director of Finance by paying the sum of Three Dollars ($3 00) although
no certificate of competency is required for this license All licenses shall
expire on December 31 of each year and shall not be prorated for any portion of
the year All Master and Journeyman Gas Fitters shall be properly examined
prior to issuance of their licenses No Apprentice Gas Fitter shall be allowed
to work at such said work except under the personal supervision of a Master or
Journeyman Gas Fitter who is properly licensed under the provisions of this
section No Master, Journeyman or Apprentice Gas Fitter shall allow his name
to be used by any other person, directly or indirectly, to obtain a gas permit
to do gas piping work "
Section 3 That Section 4-103 of the Code of Ordinances of the City
of Fort Collins, Colorado, 1958, as amended, be and the same hereby is amended
to read as follows
"Section 4-103 License Required
Any and all electricians, before engaging in the installation of
electric wiring, apparatus or appliances, shall first have a valid license issued
by the Director of Finance of the City of Fort Collins Prior to issuance of
license, a Master Electrician must show proof of a valid Master Electrician's
license issued by the State of Colorado, and a Journeyman Electrician must show
proof of a valid Journeyman Electrician's license issued by the State of Colorado
Before any Master Electrician's license shall be granted by said Director of
Finance, there shall be deposited with the Director of Finance original license
fee of One Hundred Fifty Dollars ($150 00), and the sum of One Hundred Dollars
($100 00) for yearly renewal thereafter Before any Journeyman Electrician's
license shall be granted by said Director of Finance, there shall be deposited
with the Director of Finance the sum of Ten Dollars ($10 00) per year Before
any Apprentice Electrician license shall be granted by said Director of Finance,
there shall be deposited with the Director of Finance the sum of Three Dollars
($3 00) per year If a Master applicant has held a valid City license but has

No Apprentice Electrician, while in the performance of his duty, shall
work upon any job while not under the supervision of a Journeyman or a Master
Electrician, either in the installation of new work or repair work No
Apprentice Electrician shall be less than seventeen (17) years of age
At no time shall there be more than one Apprentice Electrician for
each Journeyman or Master Electrician on any particular job "
Section 4 That Section 4-117 of the Code of Ordinances of the City
of Fort Collins, Colorado, 1958, as amended, be and the same hereby is amended
to.read as follows
"Section 4-117 Examination and Registration of Sheet Metal Workers
Any and all sheet metal workers, before engaging in the installation,
repairing, remodeling, rebuilding or any other work on or in connection with
air conditioning, warm air heating, air cooling, and ventilating systems, shall
first pass a satisfactory examination, compiled and given by the Building
Inspector or a Board appointed by the City Council, and obtain and keep in effect
annually thereafter a permit to engagetlin said work as herein provided Upon
completion of a satisfactory examination, the applicant shall be given a
registration card stating that he has passed a satisfactory examination and
granting a permit to the applicant to engage in said business as a master sheet
metal worker, or as a journeyman sheet metal worker to work under the super-
vision of a master sheet metal worker, or as an apprentice sheet metal worker
to work under the supervision of a master sheet metal worker, as the case may
be, for the current calendar year, subject to revocation or suspension at any
time by the Building Inspector or said Board for failure to comply with the
provisions of this chapter No permit shall be granted to a master sheet metal
worker unless he has first filed with the City Clerk a good and sufficient bond
in the penal sum of One Thousand Dollars ($1,000 00) with a surety company as
surety, conditioned that all sheet metal work installed or done by said person
or his employees shall be in accordance with requirements of this chapter Said

permit shall be immediately revoked upon withdrawal or suspension of said bond "
Section 5 That Section 4-118 of the Code of Ordinances of the City
of Fort Collins, Colorado, 1958, as amended, be and the same hereby is amended
to read as follows
"Section 4-118 License Fees
Before any Master Sheet Metal Worker's license shall be granted by
said Director of Finance, there shall be deposited with the Director of Finance
a license fee of Seventy-five Dollars ($75 00) per year Before any Journeyman
Sheet Metal Worker' s license shall be,granted by said Director of Finance,
there shall be deposited with the Director of Finance a license fee of Five
Dollars ($5 00) per year Before any Apprentice Sheet Metal Worker's license
shall be granted by said Director of Finance, there shall be deposited with the
Director of Finance a license fee of Three Dollars ($3 00) per year All
licenses shall expire on December 31 of each year, and the cost shall not be
prorated for any portion of the year "
Section 6 That there is hereby added to Chapter 4 of the Code of
Ordinances of the City of Fort Collins, Colorado, 1958, as amended, Section 4-126
thereof as follows
"Section 4-126 Examination Fees
Under the provisions of Section 4-21 through 4-125 of this code, when
an examination is required to obtain a license, a Ten Dollar ($10 00) examination
fee shall be paid prior to the applicant being allowed to take the examination
Any person who fails to pass any examination for a license shall be required to
wait at least thirty (30) days before being allowed to retake that examination
The Ten Dollara($10 00) examination fee prescribed shall entitle any applicant
to retake one (1) examination in case of failure Thereafter, another examination
fee of Ten Dollars ($10 00) shall be assessed "
