ORDINANCE NO. 26, 1970
BEING AN ORDINANCE CREATING THE CITY OF FORT COLLINS GOLF BOARD, PROVIDING FOR THE
APPOINTMENT OF MEMBERS TO SUCH BOARD, ESTABLISHING THE TERMS OF SUCH MEMBERS AND
DEFINING THE DUTIES OF SUCH, BOARD.
WHEREAS, the City of Fort Collins now owns one golf course and is presently
constructing another golf course, and
WHEREAS, the City of Fort Collins Charter in Article X provides that the
Department of Parks and Recreation shall exercise administrative functions as to golf
courses of the City, and
WHEREAS, in the opinion of the City Council it is desirable to create a golf
course board to advise the Department of Parks and Recreation and the City Council
concerning the administration of such golf courses,dand
WHEREAS, the City Charter in Article IV, Sectional, authorizes the creation
of boards by the City Council,
NOW, THEREFORE, BE- IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS:
Section 1. There is hereby created the City of Fort Collins Golf Board, which
shall consist of seven members, six. of said members to be appointed by the City Council.
Members of said board shall serve a term of four years or until their successors are
appointed and the initial appointment shall specify the term='of office of each individual
in order to achieve overlapping of. tenure. All members shall be subject to removal by
the Council. The Director of Parks and Recreation shall fie an ex-officio member of said
board.
Section 2. The said Golf Board shall elect a President, Vice-President, and
Secretary from their membership annually whose duties shall be such as may be prescribed
by the by-laws, rules and operating procedures to be adopted by said board and which
said by-laws, rules and operating procedures shall not be inconsistent with the Charter
and Ordinances of the City of Fort Collins, A copy of such by-laws, rules and operating
procedures shall be filed with the City Clerk for the use of the City Council immediately
after adoption by said Board, and the same shall be subject to the approval of the City
Council.
Section 3. The City of Fort Collins Golf Course Board shall have the following
functions :
a) To advise and make .recommendations to the Department of Parks and Recreation
and the City Council for their approval '.as to rules, regulations, administrative and
budgetary matters pertaining to the operation and maintenance of all City owned golf courses
b) To advise and make recommendations to the Department of Parks and Recreation
and the City Council on all policy matters necessary for the management of the affairs and
operation of City owned golf courses.
c) To advise and make recommendations to theCit, y Council concerning the budget
to be adopted for City owned golf courses:
d) To advise and make recommendations to the City Manager and the Department
of Parks and Recreation concerning the expenditure of funds for the maintenance and
operation of municipal golf courses in accordance with the budget adopted by the City
Council.
e) To recommend personnel for employment as golf professionals;-nand/orogolf.
course superintendents.
f) To make recommendations concerning the number of personnel .to be employed
in connection with City owned golf courses.
g) To advise and make recommendations concerning agreements to be entered into
with golf professionals and other concessionaires in connection with City owned golf courses
h) To advise and make recommendation to the City Council concerning approval of
fees to be charged by golf professionals and/or concessionaires for services supplied and
materials offered for sale at City owned golf courses.

i) To advise and make recommendations to the City Manager concerning proposed
budgets for the operation of City owned golf courses ; the budget for the ensuing calendar
