AVE0ING SECTIO14 118-83 OF THE CODE OF ThE
CITY OF FORT COLLINS AND PROVIDING FOP THE MASTER
PLANNING OF PHASED DEVELO MENTS
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS AS FOLLOWS
Section 1 That Section 118-83 E of the Code of the City of Fort
Collins be, and it hereby is, amended by the addition of a new Section E to
read as follows
"E MASTER PLAN
(1 ) A master plan shall be required for any
planned un,t development which is intended to
be developed in phases The proposed master
plan, togetner with the proposed preliminary
plans for the first phase of development,
shall be submitted to the Planning Department
and processed in the sane fashion as prelimi-
nary plans The master plan ano preliminary
plans for the {ir st phase of development
shall tnen oe revier,ed by the Planning and
Zoning Board which shall make recommendations
to the City Council The matter shall then
be scheduled on the agenaa for the City
Council which shall consider first the
master plan avid then the preliminary plans
for the first phase of development Once
approved, the master plan shall be recorded
in the Office of the County Pecoider
No development shall be permitted which is
inconsistent with an approved master plan,
regardless of any changes in ownership which
may take place
(2) A master plan shall contain the following
site data
( a) Parcel size
(b) Existing topograohical character of the
land at a contour appropriate with the
scale of the project, all watercourses,
floodplains , unioue natural features

and vegetative cover , including all
trees and shrubs having a diameter
greater than two and one-half (2-1/2)
inches, by species
(c) Existinq zoning
(d) Tne maximum height of all structures
(e) Location and qeneral nature of each land
use
(f) Approximate acreage and density (both
gross and net) of each area - number,
height and types of residential units -
floor area, height and types of com-
mercial and industrial uses
(g) The total land area, approximate loca-
tion and amount of open space included
in the commercial , residential or
industrial area
(h) Conceptual drainage plan
( i ) Approximate location of proposed and
existing major streets and major pedes-
trian and bicyclist routes, including
m aior points of access
(j) Approximate location and size in acres
of any public use proposed such as
parts, school sites, and similar public
or semi-public uses
( 3) The Master Plan shall be accompanied by
(a) A vicinity map of the area surrounding
the site r,ithin a distance of at least
one ( 1 ) mile showing at least the
following
[1] Zoning districts
[2] Traffic circulation system
[3] Major public facilities
(b) At the same scale as the master plan,
the area surrounding the site within

one hundred fifty (150) feet shall show
in appropriate detail the following
[1] Land uses, location of principle
structures and major existing
landscape features
[2J Densities of residential uses
[3] Traffic circulation system
[4] Natural features of the landscape
[5] General topographical mapping at
sairte scale as master plan
(c) The name and address of each owner of
property in the master plan area
(d) The name and address of owners of
property within five hunareo (500) feet
of the master plan area
(e) A statement of planning objectives ,
including
[1] Statement of appropriate City Land
Use Policy achieved by proposed
master plan
[2] Statement of standards of open
space, buffering landscaping and
circulation
[3] Estimate of number of employees for
commercial and industrial uses
[4] Description of rationale behind the
assumptions and cnoices made by the
applicant, including the specific
advantages the master plan offers
as opposed to a preliminary P U D
plan or conventional subdivision
(f) A legal description of the site
(g) A statement of proposed ownership of
public and private open space areas

(h) A development phasing schedule including
the sequence for each phase, approximate
size in areas of each phase, and, pro-
posed phasing of construction of public
improvements, recreation and comiron open
space areas "
(4) Amendnent Upon application of the property
owner , an approved master plan may be amended
by action of the City Council upon recommen-
dation of the Plannin4 and Zoning Board
Amendments to the Paster Plan shall be made
only if they are shown to oe required by
changes in conditions that have occurred
since the Plan was approved or by changes in
community policy
Section 2 That Section 118-83 F of the Code of the City of Fort
Collins be, and it hereby is, amended by the addition of a new Section F to
read as follows
"F PRELIMINARY PLAN
(1 ) Upon completion of the conceptual review
meeting and after the recommendations from
the Planning Director have been made, appli-
cation may be filed for a planned unit
development on a preliminary basis If the
project is to be developed in phases , a
pr r,o,ed master plan _ra" also be ,ubritted
(2) The application for tiie preliminary plan
shall oe in accordance with and include the
following
(a) \ rnritten documents
[1] A legal description of the site
proposed for development which
shall separately describe present
and proposed ownership and present
and proposed zoning districts
[2] A statement of the planning objec-
tives to be achieved by the planned
unit development through the
particular approach proposed by tie
applicant This statement should

include a aescription of the
character of the proposed develop-
ment and the rationale behind the
assumptions and choices made by the
applicant, including the specific
advantages the planned unit devel-
opment offers as opposed to a
conventional subdivision
[3] A development schedule indicating
the approximate date when construc-
tion of the planned unit develop-
ment or stages of the same can be
expected to begin and be completed,
including the proposed phasing of
construction of public improvements
and recreational and common space
areas
[4] A statement of the applicant ' s
intentions with regard to future
ownersnip of all or portions of the
planned uniL development
[5] Site data, including the following
[a] Total number and type of
dwelling units showing number
of rooms and bedrooms for
each
[h] Parcel size
[c] Proposed coverage of buildings
and structures for the purpose
of calculating storm drainage
runoffs and storm drainage
retention requirements Such
calculations shall also be
submitted by the applicant and
shall have previously been
submitted to the Director of
Engineering Services for his
consideration
[d] Gross and net residential
densities
[e] For commercial planned unit

developments, estimated total
floor area and estimated ratio
of floor area to lot size
[f] Total area of open space
[q] Total area of open space which
is suitable for active recre-
ation
[h] Total area and description of
nonresidential construction
[6] Physiogr aphic data to include a
description of
[a] Soils existing on the site
accompanied by analysis as to
the suitabs1ity of such soils
for the intended construction
and proposed landscaping
[b] A map showing all permanent
and temporary streams and a
sketch showing the one-hun-
dred-year floodplain for
each
[c] A description of the ground-
water hydrologic conditions of
the site with analysis of
rater table fluctuation and a
statement of site suitability
,for the intended construction
and proposed landscaping
(b) Site plan and supporting maps A site
plan and such adoitional maps as neces-
sary shall also be submitted showing the
major details of the proposed planned
unit development and containing the
following miniraum information
[1] The existing site conditions
including contours at two-foot
intervals , all watercourses ,
floodplains, unique natural fea-
tures and vegetative cover, includ-

ing all trees and shrubs having a
diameter greater than two and
one-half (2 112) inches, by spe-
cies
[2] Proposed lot lines and plat de-
signs
[3] The tentative location and floor
area of all existing and proposed
buildings , structures and other
improvements , including maximum
heights, types of 6,ellinq units,
density per type and nonresidential
structures, including commercial
facilities
[4] Preliminary architectural eleva-
tions (prospectives) sufficient to
relay the basic architectural
intent of the proposed improve-
ments
[5] The location and size in acres or
square feet of all areas to be
conveyed, dedicated, reserved or
otherwise used as common open
space, public park, recreational
areas , school sites and similar
public and semi -public uses
[6] The existing and proposed circula-
tion system of arterial , collector
and local streets , including
off-street parking areas, service
areas , loading zones and major
points of access to public rights-
of-way, including major points of
ingress and egress to the develop-
ment Notations of proposed
ownership , public or private,
should be included where appropri-
ate Rights-of-way and paved
surfaces for each street shall be
shown in accordance with the
minimum design standaros outlined
in this section
[7] The existing and proposed pedes-

trian circulation system, including
its interrelationships with the
vehicular circulation system,
indicating proposed treatment of
points of conflict
[6] The existing and proposed utility
systems, including sanitary sewers,
storm sewers, water, electric, gas
and telephone lires, fire hydrants
and trash collection areas
[9] A general landscaping plan indicat-
inq the treatment of materials used
for private and cownion open spaces,
including all existing vegetation
with identification of all trees by
size and species and specific
proposals to protect and preserve
exi sti nq trees during and after
construction The details of size
and species for intended plantings
of vegetation will be required at
the final plan phase
[10] A vicinity map of the area sur -
roundinq the site within a distance
of at least one (1) mile showing at
least vhe following
[a] Zoning classifications
[b] Traffic circulation systems
[c] Major public facilities
( schools , parks and the
like)
[11] Tfre site plan shall include at the
same scale the area surrounding the
site within one hundred fifty (150)
feet and shall show for sucn area
at least the following
[a] Land uses and location of
principle structures and major
existing landscaping features

[b] Densities of residential
uses
[c] Traffic circulation systems
[d] Natural features of the
landscape
[e] General topographic mapping at
two ( 2 ) street intervals
The site plan shall further indi-
cate the proposed treatment of the
perimeter of the planned unit
developnent, including materials
and techniques used , such as
screens, fences, walls and other
landscaping
[12] Street cross-section schematics
shall be submitted for each general
category of street to be included
within the proposed development
[one (1) for local , subcollector,
collector streets] to include
proposed width, treatment of curbs
and qutters, sidewalk systems and
bikeway systems Street designs
must be consistent with the minimum
street standards contained in this
section
[13] Any additional information as
required by the review authority
necessar v to evaluate the character
and impacts , both fiscal and
environmental , of the proposed
planned unit development
(c) Pr oject Phasing If a project is to be
developed in phases, a master plan for
the entire development site must be
approved and a preliminary plan must be
concurrently submitted for Phase I
Subsequent applications for either
preliminary or final approval may be
nade for the next pnase of the approved
master plan, provided such phase is

consistent with the approved master
pl an Phased pr ojects shal l i nclude a
proportional arrount of the proposed
recreational and open soace amenities
for the entire site, such tnat the
project as it is built will comply with
the overall density ana design standards
of the master plan at all times, regard-
less of phase Requirements may be made
for off-site public improvements on a
phased project "
Section 3 That the previously existing Section F and those Sections
following thereafter shall be telettered accordingly

lished this 4th day of Decembet , A D 1979, and to be presented for
final passage on the gth day of Januar A D 19
