OF THE COUNCIL OF THE CITY OF FORT COLLINS
CREATING AND ESTABLISHING A
COMIISSION ON DISABILITY
WHEREAS, the City Council of the City of Fort Collins recognizes
that it has a responsibility to provide maximum assurance that all citizens
whether handicapped or not will be treated equally, and
WHEREAS, it is the opinion of the City Council of the City of Fort
Collins that a Commission on Disability should be created with such Commis-
sion to have direct responsibility for carrying out programs ained at
ensuring consideration of the handicapped population, and
WHEREAS, Article IV, Section 1 of the Charter of the City of Fort
Collins provides that the Council may by ordinance create additional
boards, and
WHEREAS, the City Council of the City of Fort Collins hereby finds
that it is in the best interest of the handicapped citizens of the City
that a Commission on Disability be established as an official Commission
of the City to advise the City Council regarding problems and policies
relating to the handicapped
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that Chapter 2, Article VII of the Code of the City of Fort Collins
be amended by the addition of the following
Article VII Commission on Disability
§2-20
(a) Creation of Commission and Membership
There is hereby created a Comm ssion on Disability, which commis-
sion shall consist of eleven (11) regular members Members of
said com-iission shall serve for four (4) years or until their
successors are appointed, and appointments shall specify the term
of office of each individual in order to achieve overlapping
tenure All members shall be subject to removdl by the Council
and shall serve without compensation Residency in the Urban
Growth Area is required provided that such residency requirement
shall not apply to any current members of the Handicapped Ad-
visory Committee who nay be appointed by the City Council to the
Comm ssion on Disability
(b) Officers, Bylaws, _Rules and Regulations
The said Commission on Disability shall elect a President, Vice
President and Secretary fron their membership annually whose
duties shall be such as may be prescribed by the bylaws, rules
and operating procedures to be adopted by the Commission and
which said bylaws , rules and operating procedures shall be
approved by the City Council and shall not be inconsistent with
the Charter and Ordinances of the City of Fort Collins A copy
of said rules shad be filed immediately after adoption witn the
City Clerk for the use of the Council
(c) Functions of Commission
The Commission on Disability shall have the following functions
1 To develop educational programs to acquaint our citizens
with issues affecting disabled individuals
2 To form special committees, including non-commission consul-
tants or specialists , to deal with issues which affect
the well-being of disabled individuals
3 To communicate with other commissions in order to generate
ideas helpful to the City Council
4 To sensitize City departments to the access problems of the
handicapped
5 To assist in the forming of recommendations of City design
requirements for handicapped access compliance
6 To assist in the establishment of accessibility of employment
for handicapped people within City structures
7 To serve as ombudsman between City Departments, private
business sector, and the community of handicapped citizens
Introduced, considered favorably on first reading and ordered pub-
lished this 20th day of October 1981, and to be presented for final
