OF THE COUNCIL OF THE CITY OF FORT COLLINS
AMENDING CHAPTER 26 OF THE CODE OF THE CITY
OF FORT COLLINS RELATING TO INDUSTRIAL PRETREATMENT
AND THE SEPTAGE TRANSFER STATION
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS AS FOLLOWS:
Section 1. That the definition of slug or slugload as contained in
Section 26-206 of the Code of the City of Fort Collins is hereby amended to
read as follows:
Slug or slugload shall mean any discharge of wastewater which
in concentration of any given constituent or in quantity of flow
exceeds for any one (1) period of duration longer than fifteen
( 15) minutes more than five ( 5) times the average
twenty-four-hour concentration or flows during the normal
operation; or the discharge of any pollutant at a flow rate or
concentration that may cause interference of the wastewater
collection or treatment systems.
Section 2. That Section 26-214(d) of the Code of the City of Fort
Collins is hereby amended to read as follows:
(d) The contents of privy vaults, septic tanks, cesspools,
grease traps or outhouses within the city limits shall not be
removed or transported through any street, alley or public place
within the city except in a sanitary manner, through or by means
of airtight tanks, if soft and mixed with water, or if solid or
dry, then in tight-covered tanks in such manner as will prevent
the escape of any noxious gases or offensive odors and preserve
such contents from sight or exposure during transportation. No
such contents shall be deposited or buried on any property within
the city, without the express written consent of the director.
All tools, appliances and vehicles used in such cleaning and
removal shall be kept and maintained in sanitary condition and
shall be subject to inspection by the Health Department.
Section 3. That Section 26-314(9) of the Code of the City of Fort
Collins is hereby amended to read as follows:
(9) Requirements for notification of the city prior to any
new introduction of wastewater constituents or any substantial
change in the volume or character of the wastewater constituents
being introduced into the wastewater system;
Section 4. That Section 26-337(13) of the Code of the City of Fort
Collins is hereby amended to read as follows:
(13) Wastes from septic tank pumpage or vaults, unless
pursuant to a specific written agreement with the utility;
Section 5. That the limitation of fluorides as contained in Section
26-343 of the Code of the City of Fort Collins is hereby amended to read as
follows:

Section 6. That Section 26-344(c) of the Code of the City of Fort
Collins is hereby amended to read as follows:
(c) Enforcement: The Director may halt or eliminate such
discharges by means of any procedure or measure authorized by
this Article for enforcement of discharge limitations and
prohibitions including without limitation, suspension or
revocation of an industrial discharge permit, termination of city
water service or physical disconnection of the user's service
line from the public sewer. Such discharges may be halted or
eliminated without regard for their compliance with other
provisions of the Article. Except in the case of a spill where
accidental discharge procedures must be followed, the user
concerned shall notify the utility within twenty-four (24) hours
of becoming aware of any discharge in violation of prohibitions
or limitations. Initial notification shall be followed by a
detailed written statement describing the causes of the harmful
contribution and the measures taken to prevent any future
occurrence within five (5) working days of the utility's notice
of violation.
