OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE TRANSFER OF EXISTING APPROPRIATIONS
IN THE STORM DRAINAGE FUND
WHEREAS, on October 6, 1998,the Council approved Ordinance No. 168, 1998,adopting
a city-wide approach to stormwater monthly capital fees; and
WHEREAS, staff and the Water Board developed an approach whereby prioritization of
storm drainage improvements and financing of these projects would be handled through a
combination of debt financing and fees assessed against property owners and developers; and
WHEREAS, the approach developed by staff and the Water Board provided for a 15 year
construction schedule for completing remaining improvements in basins with adopted Master Plans;
and
WHEREAS, on March 16, 1999, the Council approved Ordinance No. 42, 1999, which
amended the Storm Drainage Design Criteria and Construction Standards by revising the Rainfall
Intensity Duration Curve Graph; and
WHEREAS, Ordinance No. 42, 1999, provided that the Utilities General Manager has the
authority to enhance drainage basin master plans to provide for additional flood protection; and
WHEREAS,in order to revise and update Storm Drainage Master Plans in the various basins
and to reprioritize various projects within the Storm Drainage Fund, a transfer of existing
appropriations is needed; and
WHEREAS,Article V, Section 10, of the Charter authorizes the City Council to transfer by
ordinance any unexpended and unencumbered appropriated amount or portion thereof from one fund
or capital project to another fund or capital project, provided that the purpose for which the funds
were initially appropriated no longer exists; and
WHEREAS, staff has advised the Council that the original purposes for which the funds
described below were appropriated no longer exist.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the following unexpended and unencumbered appropriated amounts are hereby
authorized for transfer,and appropriated in the respective new accounts in the Storm Drainage Fund:
