OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING PRIOR YEAR RESERVES IN THE
TRANSPORTATION SERVICES FUND AND THE GENERAL FUND
TO BE USED FOR TRANSPORTATION ADMINISTRATION PROGRAMMING
WHEREAS, in 1994 the Transportation Reorganization Subteam of the Council's
Organizational Task Force was formed to evaluate the need to restructure the City's transportation
organization and structure; and
WHEREAS, the City Council adopted Ordinance No. 128, 1994, on September 6, 1994,
amending Chapter 2,Article IV, of the City Code establishing an Office of Transportation Services;
and
WHEREAS, on March 6, 1995, an organizational model for Transportation Services was
implemented, whereby the Service Area was divided into two working groups; the transportation
Operations and Projects Group, and the Multi-Modal Transportation Group; and
WHEREAS, a Transportation Administration program was created to provide overall
direction, planning, organization, coordination, supervision, and leadership of the newly created
Service Area; and
WHEREAS, Staff has been working on identifying needs within the Transportation
Administration function, following its creation, and identifying funding sources to support those
needs; and
WHEREAS, additional funds, totaling $54,575, have been identified for the purpose of
providing administrative support for the Service Area in 1996, from the following sources:
Transportation Services Fund Prior Year Reserves $ 48,000
General Fund Prior Year Reserves
from Engineering Excess Charges to Capital 6.575
Total $ 54,575
WHEREAS,Article V, Section 7 of the Charter of the City of Fort Collins (the"Charter")
authorizes the City Council to provide by ordinance for payment of any expense from reserves
accumulated in prior years not withstanding that such reserves were not appropriated for expenditure
in the Annual Appropriation Ordinance; and
WHEREAS,Article V, Section 14 of the Charter also authorizes the City Council to transfer
by ordinance any unexpended appropriated amounts or portion thereof from one fund to another
upon the recommendation of the City Manager,provided that the purpose for which the transferred
funds are to be expended remains unchanged or the purpose for which the funds were initially
appropriated no longer exists.
NOW,THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That there is hereby appropriated for expenditure from prior year reserves in the
Transportation Services Fund,the sum of FORTY-EIGHT THOUSAND DOLLARS ($48,000)to
be used for administering the Transportation Service Area in 1996.
Section 2. That there is hereby appropriated for expenditure from prior year reserves in the
General Fund, the sum of SIX THOUSAND FIVE HUNDRED SEVENTY-FIVE DOLLARS
($6,575) for transfer to the Transportation Services Fund to be used for administering the
Transportation Service Area in 1996.
Section 3. That there is hereby appropriated for expenditure from unanticipated revenue in
the Transportation Services Fund,the sum of SIX THOUSAND FIVE HUNDRED SEVENTY-FIVE
DOLLARS ($6,575)to be used for administering the Transportation Service Area in 1996.
