OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED REVENUE IN THE
CAPITAL PROJECTS FUND - PEDESTRIAN ACCESSIBILITY CAPITAL PROJECT
TO BE USED FOR CROSSWALK IMPROVEMENTS AT
VARIOUS DOWNTOWN INTERSECTIONS ALONG COLLEGE AVENUE
WHEREAS,in 2001,the City applied for and received a total of$21,000 in Federal Hazard
Elimination and State matching funds to pay for 100%of the cost to design crosswalk improvements
on College Avenue (US Highway 287) and LaPorte Avenue, Mountain Avenue, Oak Street, and
Olive Street; and
WHEREAS, on November 6, 2001, City Council adopted Ordinance No. 155, 2001,
appropriating $21,000 in Federal Hazard Elimination and State matching funds, from Colorado
Department of Transportation to be used to design crosswalk improvements at aforementioned
intersections along College Avenue; and
WHEREAS,in 2002,the City applied for and received a total of$122,100 in Federal Hazard
Elimination and State matching funds to pay for 100% of the cost to construct crosswalk
improvements on College Avenue and LaPorte Avenue, Mountain Avenue, Oak Street, and Olive
Street (the "Project"); and
WHEREAS, the estimated cost of the Project is $122,100, with no local matching funds
required; and
WHEREAS, Article V, Section 9, of the Charter of the City of Fort Collins (the "Charter")
permits the City Council to make supplemental appropriations by ordinance at any time during the
fiscal year,provided that the total amount of such supplemental appropriations,in combination with
all previous appropriations for that fiscal year, does not exceed the then current estimate of actual
and anticipated revenues to be received during the fiscal year; and
WHEREAS, City staff has determined that the appropriation of funds from the Colorado
Department of Transportation as described herein will not cause the total amount appropriated in the
Capital Projects Fund - Pedestrian Accessibility capital project to exceed the current estimate of
actual and anticipated revenues to be received during any fiscal year; and
WHEREAS, it is the desire of the Council to appropriate the sum of$122,100 in Federal
Hazard Elimination and State matching funds from the Colorado Department of Transportation for
the construction of crosswalk improvements on College Avenue (US Highway 287) and LaPorte
Avenue, Mountain Avenue, Oak Street, and Olive Street.
NOW, THEREFORE,BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that there is hereby appropriated for expenditure from unanticipated revenue in the
Capital Projects Fund - Pedestrian Accessibility capital project, the sum of ONE HUNDRED
TWENTY-TWO THOUSAND ONE HUNDRED DOLLARS ($122,100) in Federal Hazard
Elimination and State matching funds from the Colorado Department of Transportation, to be used
for the construction of crosswalk improvements on College Avenue(US Highway 287)and LaPorte
Avenue, Mountain Avenue, Oak Street, and Olive Street.
Introduced and considered favorably on first reading and ordered published this 1 st day of
October, A.D. 2002, and to be presented for final passage on the 15th day of October, A.D. 2002.
