OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED GRANT REVENUE IN THE
CAPITAL PROJECTS FUND - MAJOR BUILDING MAINTENANCE CAPITAL PROJECT
FOR THE PURPOSE OF REHABILITATING THE INTERIOR OF THE
STREET RAILWAY CAR BARN AT 300 NORTH HOWES STREET
WHEREAS,the City of Fort Collins owns a Street Railway Car(Trolley)Barn located at 300
North Howes Street; and
WHEREAS, on September 15, 1992, City Council adopted Ordinance No. 95, 1992,
designating the main section of the Street Railway Car Barn and a portion of the south addition
located at 300 North Howes Street in Fort Collins, as an historic landmark pursuant to Chapter 14
of the Code of the City of Fort Collins; and
WHEREAS, on May 18, 1999, City Council adopted Ordinance No. 79, 1999, amending
Ordinance No.95, 1992 to include the north and south additions to the building known as the Street
Railway Car Barn/Trolley Barn and any other portions of the building not originally designated as
an historical landmark; and
WHEREAS,the Colorado Department of Transportation("CDOT")has awarded the City of
Fort Collins $90,400,in the form of Transportation Equity Act for the 21 t Century funds("TEA-21
Funds") to be used to begin rehabilitating portions of the interior of the car barn; and
WHEREAS, matching funds, in the amount of$22,600, are required to be provided by the
City, bringing the total Project cost to $113,000; and
WHEREAS,the matching funds have been identified, and are available and appropriated in
the Capital Projects Fund- Major Building Maintenance capital project; and
WHEREAS,Article V, Section 9,of the Charter of the City of Fort Collins permits the City
Council to make supplemental appropriations by ordinance at any time during the fiscal year,
provided that the total amount of such supplemental appropriations,in combination with all previous
appropriations for that fiscal year,does not exceed the then current estimate of actual and anticipated
revenues to be received during the fiscal year; and
WHEREAS, City staff has determined that the appropriation of funds from the Colorado
Department of Transportation TEA-21 Funds as described herein will not cause the total amount
appropriated in the Capital Projects Fund - Major Building Maintenance capital project to exceed
the current estimate of actual and anticipated revenues to be received during any fiscal year; and
WHEREAS,it is the desire of the Council to appropriate the sum of$90,400, in the form of
TEA-21 funds from CDOT, in the Capital Projects Fund - Major Building Maintenance capital
project, to be used with existing appropriations totaling $22,600, for the purpose of rehabilitating
the interior of the Street Railway Car Barn at 300 North Howes Street.
NOW, THEREFORE,BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that there is hereby appropriated for expenditure from unanticipated revenue in the
Capital Projects Fund - Major Building Maintenance capital project the sum of NINETY
THOUSAND FOUR HUNDRED DOLLARS ($90,400) to be used with existing appropriations,
totaling TWENTY-TWO THOUSAND SIX HUNDRED DOLLARS ($22,600),for the purpose of
rehabilitating the interior of the Street Railway Car Barn at 300 North Howes Street.
Introduced and considered favorably on first reading and ordered published this 20th day of
August, A.D. 2002, and to be presented for final passage on the 3rd day of September, A.D. 2002.
