OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED GRANT REVENUE IN THE
GENERAL FUND AND AUTHORIZING THE TRANSFER OF MATCHING FUNDS
PREVIOUSLY APPROPRIATED IN THE NATURAL RESOURCES BUDGET
FOR THE PURPOSE OF COMPLETING AN HISTORIC STRUCTURE ASSESSMENT
OF THE EAST FARMHOUSE, BARN, AND LOAFING SHED
LOCATED AT THE NIX FARM NATURAL AREA
WHEREAS,in 1996,the City purchased a 27.5 acre parcel of land containing two residences,
a ramp barn,and an equipment/animal shed from Tom and Patsy Nix(the"Nix Farm Natural Area"),
using proceeds from the City's dedicated 0.25 cent sales and use tax to finance the acquisition and
development of open space,trails and natural areas,as approved by the voters at a municipal election
on November 3, 1992; and
WHEREAS,the Nix Farm,originally owned by F.R.Baker,a prominent figure in the history
of Fort Collins,has buildings,structures and areas on-site that have historical significance to the city,
due to their association with and representation of the agricultural development of Fort Collins; and
WHEREAS,on June 5,2001,City Council adopted Ordinance No.94,2001,designating the
buildings, structures, and farm site known as the Nix Farm Natural Area, located at 1745 Hoffman
Mill Road in Fort Collins, as a historic landmark pursuant to Chapter 14 of the Code of the City of
Fort Collins; and
WHEREAS,the City has been awarded a grant in the amount of$10,000 from the Colorado
State Historical Society's State Historical Fund for the purpose of completing a Historic Structure
Assessment of the East Farmhouse, Barn, and Loafing Shed at the Nix Farm Natural Area (the
"Project"); and
WHEREAS, matching funds, in the amount of$1,000, are required to be provided by the
City of Fort Collins,bringing the total "Project" cost to $11,000; and
WHEREAS,the matching funds have been identified, and are available and appropriated in
the Natural Resources budget; and
WHEREAS,Article V, Section 9, of the Charter of the City of Fort Collins permits the City
Council to make supplemental appropriations by ordinance at any time during the fiscal year,
provided that the total amount of such supplemental appropriations,in combination with all previous
appropriations for that fiscal year,does not exceed the then current estimate of actual and anticipated
revenues to be received during the fiscal year; and
WHEREAS, City staff has determined that the appropriation of funds from the Colorado
State Historical Society's State Historical Fund as described herein will not cause the total amount
appropriated in the General Fund to exceed the current estimate of actual and anticipated revenues
to be received during the fiscal year; and
WHEREAS,Article V, Section 10,of the Charter authorizes the City Council to transfer by
ordinance any unexpended and unencumbered amount or portion thereof from one project to another
project, provided that the purpose for which the transferred funds are to be expended remains
unchanged.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That there is hereby appropriated for expenditure from unanticipated grant
revenue in the General Fund the sum of TEN THOUSAND($10,000)for the purpose of completing
a Historic Structure Assessment of the East Farmhouse, Barn, and Loafing Shed at the Nix Farm
Natural Area.
Section 2. That the unexpended appropriated amount of ONE THOUSAND DOLLARS
($1,000)is authorized for transfer from the Natural Resources operating budget in the General Fund
to the grant that is for the purpose of completing a Historic Structure Assessment of the East
Farmhouse, Barn, and Loafing Shed at the Nix Farm Natural Area.

August, A.D. 2002, and to be presented for final passage on the 3rd day of September, A.D. 2002.
