OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED REVENUE IN THE
STORM DRAINAGE FUND AND THE FLOOD MITIGATION FUND
AND AUTHORIZING THE TRANSFER
OF APPROPRIATIONS BETWEEN FUNDS FOR PROJECTS PERTAINING
TO FLOOD MITIGATION MEASURES AND DISASTER PREPAREDNESS
WHEREAS, in April 1998, the City created the Flood Mitigation Fund to account for
revenues and expenditures associated with long range planning and flood awareness and mitigation
measures following the aftermath of the flash flood that hit Fort Collins on July 28, 1997; and
WHEREAS, following the flood,the City has received in excess of$1.4 million dollars in
federal funding to develop a flood recovery action plan, a flood warning program, and to develop
a disaster resistant community initiative; and
WHEREAS, the City's Office of Emergency Management and the Stormwater Utility
continue to find ways to expand mitigation awareness and benefits to the public, focusing on
residents and businesses located in the City's floodplain areas; and
WHEREAS, the Colorado Office of Emergency Management has awarded the City three
grants and has made available Disaster Resistant Grant Program funds totaling $8,500, to be used
to: (1) design a website that displays stream flow and weather data to the public alerting them to
potential flooding incidents ($5,000); (2) design and develop a new brochure on the City's early
flood warning system, including information on how businesses and homeowners can mitigate
property damage before a flood and safety precautions during a flood($1,500);and(3)conduct four
public meetings aimed at increasing the public's understanding and ability to react to natural
disasters ($2,000); and
WHEREAS, matching funds, totaling $8,500, are required and have been identified from
existing appropriations in the Storm Drainage Fund ($6,500) and from the City's General Fund
contribution to the Office of Emergency Management ($2,000); and
WHEREAS, Article V, Section 9, of the Charter of the City of Fort Collins (the"Charter")
permits the City Council to make supplemental appropriations by ordinance at any time during the
fiscal year,provided that the total amount of such supplemental appropriations,in combination with
all previous appropriations for that fiscal year, does not exceed the then current estimate of actual
and anticipated revenues to be received during the fiscal year; and
WHEREAS,Article V, Section 10, of the Charter authorizes the City Council to transfer by
ordinance any unexpended and unencumbered amount or portion thereof from one fund or capital
project to another fund or capital project,provided that the purpose for which the transferred funds
are to be expended remains unchanged; and
WHEREAS,it is the desire of the Council to appropriate $6,500 in the Storm Drainage Fund
and $2,000 in the Flood Mitigation Fund from grant proceeds received from the Colorado Office
of Emergency Management, and authorize the transfer of existing appropriations, totaling $2,000,
in the General Fund to the Flood Mitigation Fund to be used for providing flood mitigation
measures.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That there is hereby appropriated for expenditure from unanticipated revenue in
the Storm Drainage Fund, the sum of SIX THOUSAND FIVE HUNDRED DOLLARS ($6,500),
upon receipt from the Colorado Office of Emergency Management to be used with existing
appropriations for the following projects:
Stream & Rain Gage Website $ 5,000
Flood Warning Mailer 1,500
Total $ 6,500
Section 2. That there is hereby appropriated from unanticipated revenue in the Flood
Mitigation Fund, the sum of TWO THOUSAND DOLLARS ($2,000) upon receipt from the
Colorado Office of Emergency Management to conduct an informational public meeting series on
disaster preparedness.
Section 3. That the unexpended, appropriated amount of TWO THOUSAND DOLLARS
($2,000)is hereby authorized for transfer from the General Fund to the Flood Mitigation Fund and
appropriated therein to be used to conduct an informational public meeting series on disaster
preparedness.
Introduced and considered favorably on first reading and ordered published this 20th day of
