OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED REVENUE
IN THE TRANSPORTATION SERVICES FUND
AND AUTHORIZING THE TRANSFER OF APPROPRIATIONS
TO BE USED FOR THE CROSSROADS TRANSPORTATION SUB-AREA PLAN
WHEREAS,the Crossroads sub-area,along Interstate 25 from U.S.Highway 34 to S.H.392,
is experiencing major development pressures; and
WHEREAS, major developments planned for this area include the new Larimer County
Fairgrounds as well as private projects promoted by McWhinney Enterprises; and
WHEREAS, several public and private entities, including Larimer County, the City of
Loveland, McWhinney Enterprises, North Front Range Transportation & Air Quality Planning
Council,Colorado Department of Transportation,the City of Fort Collins,the Town of Windsor and
other private parties, have recognized the need for a comprehensive transportation planning study
(the "Study") for this area; and
WHEREAS,components of the Study would include: evaluation of existing transportation
issues in the sub-area; identification of future transportation issues associated with continuing
development; development of a plan of improvements; scenarios to address impacts of short range
development; and options for financing improvements; and
WHEREAS,the cost of the Study,to be managed by the North Front Range Transportation
& Air Quality Planning Council, is $247,500; and
WHEREAS, the following entities have been identified as funding sources for the Study:
Larimer County 60,000
City of Loveland 50,000
McWhinney Enterprises 50,000
North Front Range Transportation & Air Quality Planning Council
(Existing City of Fort Collins M.P.O. Appropriations) 40,000
Colorado Department of Transportation(CDOT) 20,000
City of Fort Collins - General Fund Existing Appropriations 10,000
Town of Windsor 10,000
Other Private Entities 7,500
Total $ 247,500
and
WHEREAS, Article V, Section 9, of the Charter of the City of Fort Collins (the"Charter")
permits the City Council to make supplemental appropriations by ordinance at any time during the
fiscal year,provided that the total amount of such supplemental appropriations,in combination with
all previous appropriations for that fiscal year, does not exceed the then current estimate of actual
and anticipated revenues to be received during the fiscal year; and
WHEREAS,Article V, Section 10,of the Charter authorizes the City Council to transfer by
ordinance any unexpended and unencumbered amount or portion thereof from one fund or capital
project to another fund or capital project,provided that the purpose for which the transferred funds
are to be expended remains unchanged; and
WHEREAS, it is the desire of the Council to appropriate the sum of one hundred ninety-
seven thousand five hundred dollars($197,500)from unanticipated revenue from various public and
private entities and authorize the transfer of ten thousand dollars($10,000)from the City's General
Fund to the Transportation Services Fund to be used with forty thousand dollars ($40,000) from
existing Transportation Services Fund appropriations for the Study.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That there is hereby appropriated for expenditure from unanticipated revenue
in the Transportation Services Fund, Crossroads Transportation Sub-Area Plan project,the sum of
ONE HUNDRED NINETY-SEVEN THOUSAND FIVE HUNDRED DOLLARS($197,500)from
the following sources:
Larimer County $ 60,000
City of Loveland 50,000
McWhinney Enterprises 50,000
Colorado Department of Transportation 20,000
Town of Windsor 10,000
Other Private Entities 7,500
Total $ 197,500
to be used for a comprehensive study of the Crossroads sub-area.
Section 2. That the unexpended appropriated amount of TEN THOUSAND DOLLARS
($10,000) is hereby authorized for transfer from the General Fund to the Transportation Services
Fund,Crossroads Transportation Sub-Area Plan project,to be used for a comprehensive study of the
Crossroads sub-area.
Introduced and considered favorably on first reading and ordered published this 6th day of
June, A.D. 2000, and to be presented for final passage on the 20th day of J A.D. 2000.
