OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED REVENUE IN THE
TRANSPORTATION SERVICES FUND FOR THE TRANSIT
AND UNIVERSITY COMMUNITIES CONFERENCE AND FOR
THE 2020 REGIONAL TRANSPORTATION PLAN
AND AUTHORIZING A RELATED TRANSFER OF FUNDS
WHEREAS, the North Front Range Transportation & Air Quality Planning Council
("NFRT&AQPC") is the regional Metropolitan Planning Organization ("MPO") and lead
transportation and air quality planning agency for the north front range; and
WHEREAS, NFRT&AQPC, the City of Fort Collins, the Community Transportation
Association of America, Colorado State University, and the American Public Transit Association
are sponsoring the Transit and University Communities Conference (the "Conference"),to be held
June 21-23, 1998,which will focus on providing new techniques for creating and maintaining cost-
effective transit systems in university communities; and
WHEREAS, the estimated cost of the Conference is $111,457, and the Conference will be
funded through a combination of federal transit and highway planning dollars, and registration fees
paid by Conference attendees; and
WHEREAS, funds totaling $51,040 have been appropriated for costs associated with the
Conference and are included in the 1998 Transportation Services Fund,MPO Administration budget;
and
WHEREAS,the remaining cost of$60,417 will be funded through the registration fees that
are expected to be received from Conference attendees; and
WHEREAS, it is the desire of the Council to appropriate for expenditure upon receipt the
sum of$60,417 from unanticipated revenues in the Transportation Services Fund to be used for the
Transit and University Communities Conference; and
WHEREAS, the NFRT & AQPC is in the process of developing the regional 2020
Transportation Plan (the "Plan"); and
WHEREAS, the Plan is required by federal legislation and the Colorado Department of
Transportation("CDOT")and will dictate the funding priorities of the MPO for the next three years;
and
WHEREAS,the estimated cost to complete the Plan is$56,865,including the administrative
cost of providing needed staff support; and
WHEREAS,the local matching funds for the Plan costs,totaling$4,777,have already been
appropriated in the 1998 Transportation Services Fund, Transportation Planning budget; and
WHEREAS, the remaining $52,088 needed to fund the Plan will be available from federal
funds passed through CDOT and totaling $45,492, and matching funds from MPO member
organizations (Greeley, Loveland, Larimer County, Weld County)totaling $6,596; and
WHEREAS,it is the desire of the Council to appropriate the sum of$45,492 in federal funds
and $6,596 in contributions from MPO member organizations, and to authorize the transfer of
$4,777, in local matching funds, from the Transportation Planning budget to the MPO
Administration budget in the Transportation Services Fund,all for use in the completion of the Plan;
and
WHEREAS, Article V, Section 9, of the Charter of the City of Fort Collins (the"Charter")
permits the City Council to make supplemental appropriations by ordinance at any time during the
fiscal year,provided that the total amount of such supplemental appropriations,in conjunction with
all previous appropriations for that fiscal year, do not exceed the current estimate of actual and
anticipated revenues to be received during the fiscal year; and
WHEREAS,Article V, Section 10,of the Charter authorizes the City Council to transfer by
ordinance any unexpended and unencumbered amount or portion thereof from one fund or capital
project to another fund or capital project, provided that the purpose for which the transferred funds
are to be expended remains unchanged.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That there is hereby appropriated for expenditure from unanticipated revenue
in the Transportation Services Fund, the sum of SIXTY THOUSAND FOUR HUNDRED
SEVENTEEN DOLLARS ($60,417) upon receipt from registrants for the Transit and University
Communities Conference scheduled for June 21-23, 1998.
Section 2. That there is hereby appropriated for expenditure from unanticipated revenue
in the Transportation Services Fund, the sum of FIFTY-TWO THOUSAND EIGHTY DOLLARS
($52,088) from the following sources:
Federal Funds passed through the State $ 45,492
MPO Member Organizations - Local Matching Funds 6,596
Total $ 52,088
to be used to complete the MPO's regional 2020 Transportation Plan, including the administrative
cost of providing needed staff support.
Section 3. That the transfer of the unexpended appropriated amount of FOUR
THOUSAND SEVEN HUNDRED SEVENTY-SEVEN DOLLARS($4,777)in the Transportation
Planning budget in the Transportation Services Fund to the MPO Administration budget in the
Transportation Services Fund,for expenditure to complete the MPO's regional 2020 Transportation
Plan, is hereby authorized.
