OF THE COUNCIL OF THE CITY OF FORT COLLINS
AMENDING CHAPTER 26, ARTICLE VI, DIVISION 4
OF THE CODE OF THE CITY OF FORT COLLINS
RELATING TO ELECTRIC RATES
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows:
Section 1. That paragraphs (b), (c), (f) and 0) of Section 26-464 of the Code of the
City of Fort Collins are hereby amended to read as follows:
Sec. 26-464. Residential energy service, schedule R.
(b) Applicability. This schedule applies to residential customers for all
domestic uses in single-family dwellings,individually metered apartments and home
occupations as defined in Article 5 of the Land Use Code. This schedule may also
be applied to existing master metered residential buildings served under this schedule
prior to January 1, 1980. Master metering is not available for new or remodeled
residential buildings with more than one (1) dwelling unit unless authorized by the
Director. This schedule does not apply to auxiliary or standby service.
(c) Monthly rate. The monthly rates for this schedule are as follows:
(1) Fixed charge, per account: Three dollars and thirty-seven cents ($3.37).
(2) Demand charge,per kilowatt-hour:Two and eighteen one-hundredths cents
($0.0218).
(3) Distribution facilities charge,per kilowatt-hour: One and sixty-three one-
hundredths cents ($0.0163).
(4) Energy charge,per kilowatt-hour: One and fifty-five one-hundredths cents
($0.0155).
(5) In lieu of taxes and franchise, the rate shall be six and zero-tenths (6.0)
percent of all charges billed pursuant to this Section.
(f) Service charge. There shall be a service charge of fifteen dollars and sixty-
five cents ($15.65) for the processing of a request for electrical service under this
schedule except where the request is made for after-hours service, in which case the
service charge shall be fifty-five dollars and forty-five cents ($55.45). The service
charge is further applicable for a special meter reading and/or fractional period
billing.
(j) Parallel generation. Operation or connection of any electric generator in
parallel with the utility system is not permitted under this schedule unless authorized
by the Director. See appropriate alternate schedules for this service.
Section 2. That paragraphs (c), (f) and (g) of Section 26-465 of the Code of the City of
Fort Collins are hereby amended to read as follows:
Sec. 26-465. Residential demand service, schedule RD.
(c) Monthly rate. The monthly rates are as follows:
(1) Fixed charge, per account Five dollars and fifty-two cents ($5.52).
(2) Demand charge,per kilowatt: Three dollars and sixteen cents ($3.16).
(3) Distribution facilities charge, per kilowatt-hour: One and eleven one-
hundredths cents ($0.0111).
(4) Energy charge, per kilowatt-hour: One and fifty-five one-hundredths
cents ($0.0155).
(5) In lieu of taxes and franchise,the rate shall be six and zero-tenths (6.0)
percent of charges-billed.
(f) Standby service charges. Standby service,if available,will be provided on
an annual contract basis at a level at least sufficient to meet probable service demand
(in kilowatts) as determined by the customer and approved by the utility according
to the following:
(1) The monthly standby distribution charge shall be one dollar and thirteen
cents ($1.13)per kilowatt of contracted standby service. This charge shall
be in lieu of the distribution facilities charge. For all metered kilowatts in
excess of the contracted amount, the standby distribution charge shall be
three dollars and thirty-nine cents ($3.39) per kilowatt.
(2) In the event the contractual kilowatt amount is exceeded, the beginning
date of the contract period will be reset.The first month of the new contract
period will become the current billing month and such month's metered
demand shall become the minimum allowable contract demand for the
standby service. Requests for standby service may be subject to a waiting
period. An operation and maintenance charge may be added for special
facilities required to provide standby service.
(g) Service charge. There shall be a service charge of fifteen dollars and sixty-
five cents ($15.65) for the processing of a request for electrical service under this
schedule except where the request is made for after-hours service, in which case the

service charge shall be fifty-five dollars and forty-five cents ($55.45). The service
charge is further applicable for a special meter reading and/or fractional period
billing.
Section 3. That paragraphs(b), (c), (f), (g) and(h)of Section 26-466 of the Code of the
City of Fort Collins are hereby amended to read as follows, that paragraph (n) is deleted in its
entirety, and that paragraphs (o), (p) and (q) are renumbered as (n), (o) and (p) respectively:
Sec. 26-466. General service, schedule GS.
(b) Applicability. This schedule applies to individual commercial and
industrial services, served at the established secondary voltage of the city's
distribution system; and optionally, for apartments and multiple dwellings in
existence prior to January 1, 1980 or as authorized by the Director,where more than
one (1) dwelling or single living quarters are served through one (1) meter. Single-
phase motors from one (1) to five (5) horsepower may be connected with the
approval of the utility. This schedule applies to an individual single or three-phase
service with an average metered demand of not greater than fifty (50) kilowatts.
(c) Monthly rate. The monthly rates for this schedule are as follows:
(1) Fixed charge, per account:
a. Single-phase, two-hundred-ampere service: Four dollars and four
cents ($4.04).
b. Single-phase, above two-hundred-ampere service: Nine dollars and
thirty-six cents ($9.36).
C. Three-phase, two-hundred-ampere service: Six dollars and ninety-
three cents ($6.93)
d. Three-phase, above two-hundred-ampere service: Eleven dollars
and ninety-seven cents ($11.97).
(2) Demand charge, per kilowatt-hour:
a. First two thousand (2,000) kilowatt-hours: Three and twenty-four
one-hundredths cents ($0.0324).
b. Next five thousand (5,000) kilowatt-hours: One and fifty-three one-
hundredths cents ($0.0153).
C. All additional kilowatt-hours: Zero ($0.00).

(3) Demand charge, per kilowatt:
a. All kilowatts billed in excess of twenty-five (25) kilowatts: Five
dollars and twenty-two cents ($5.22).
(4) Distribution facilities charge, per kilowatt-hour: One and fifty-seven one-
hundredths cents ($0.0157).
(5) Energy charge,per kilowatt-hour: One and fifty-five one-hundredths cents
($0.0155).
(6) In lieu of taxes and franchise, the rate shall be six and zero-tenths (6.0)
percent of all-charges billed pursuant to this Section.
(f) Standby service charges. Standby service,if available,will be provided on
an annual contract basis at a level at least sufficient to meet probable service demand
(in kilowatts) as determined by the customer and approved by the utility according
to the following:
(1) The monthly standby distribution charge shall be two dollars and sixty-
seven cents($2.67)per kilowatt of contracted standby service.This charge
shall be in lieu of the distribution facilities charge. For all metered
kilowatts in excess of the contracted amount, the standby distribution
charge shall be eight dollars and two cents ($8.02) per kilowatt.
(2) In the event the contractual kilowatt amount is exceeded, the beginning
date of the contract period will be reset.The first month of the new contract
period will become the current billing month and such month's metered
demand shall become the minimum allowable contract demand for the
standby service. Requests for standby service may be subject to a waiting
period. An operation and maintenance charge may be added for special
facilities required to provide standby service.
(g) Service charge. There shall be a service charge of fifteen dollars and sixty-
five cents ($15.65) for the processing of a request for electrical service under this
schedule except where the request is made for after-hours service, in which case the
service charge shall fifty-five dollars and forty-five cents ($55.45). The service
charge is further applicable for a special meter reading and/or fractional period
billing.
(h) Billing demand. The billing demand shall be determined for each point of
delivery by suitable meter measurement of the highest fifteen-minute integrated
demand occurring during the billing period.
Section 4. That paragraph (a) of Section 26-467 of the Code of the City
of Fort Collins is deleted in its entirety, that paragraphs (d), (g) and (o) of Section

26-467 are hereby amended to read as follows, and that paragraphs (b) through (s)
of Section 26-467 are renumbered as (a) through (r) respectively:
Sec. 26-467. General service 50, schedule GS50.
(c) Monthly rate. The monthly rates for this schedule are as follows:
(1) Fixed charge,per account: Forty-one dollars and fifty-nine cents ($41.59).
An additional charge of Twenty-six dollars and ninety-four cents($26.94)
may be assessed if telephone communication service is not provided by the
customer.
(2) Coincident demand charge, per kilowatt: Ten dollars and ninety-six cents
($10.96) but not less than one cent ($.01) per kilowatt hour.
(3) Distribution facilities demand charge,per kilowatt: Four dollars and forty-
one cents ($4.41).
(4) Energy charge,per kilowatt-hour: One and fifty-five one-hundredths cents
($0.0155).
(5) In lieu of taxes and franchise, the rate shall be six and zero-tenths (6.0)
percent of all the charges billed pursuant to this Section.
(f) Standby service charges. Standby service,if available,will be provided on
an annual contract basis at a level at least sufficient to meet probable service demand
(in kilowatts) as determined by the customer and approved by the utility according
to the following:
(1) The monthly standby distribution charge shall be three dollars and fifty-
two cents ($3.52) per kilowatt of contracted standby service. This charge
shall be in lieu of the distribution facilities charge. For all metered
kilowatts in excess of the contracted amount, the standby distribution
charge shall be ten dollars and fifty-seven cents ($10.57) per kilowatt.
(2) In the event the contractual kilowatt amount is exceeded, the beginning
date of the contract period will be reset.The first month of the new contract
period will become the current billing month and such month's metered
demand shall become the minimum allowable contract demand for the
standby service. Requests for standby service may be subject to a waiting
period. An operation and maintenance charge may be added for special
facilities required to provide standby service.
(n) Parallel generation. Customers may operate all or part of their
instantaneous energy or capacity needs by operation of a qualifying facility in
parallel with the utility system,provided that electric service is being rendered under

the standby provisions of this schedule and that such facility is constructed,operated
and maintained in accordance with the provisions of the electric service rules and
regulations.Parallel generation in excess of one megawatt will be provided under the
terms and conditions of Platte River Power Authority's Tariff--Schedule 10: Back-
up Service. All charges incurred by the Utility under this tariff will be billed to the
customer.
Section 5. That paragraphs (c), (f) and (o) of Section 26-468 of the Code of the City of
Fort Collins are hereby amended to read as follows:
Sec._6-468. General service 750,schedule GS750.
(c) Monthly rate. The monthly rates for this schedule are as follows:
(1) Fixed charge,per account: Forty-one dollars and fifty-nine cents($41.59).
a. Additional charge for each additional metering point: Thirty-six
dollars and fifty cents ($36.50).
b. An additional charge of twenty-six dollars and ninety-four cents
($26.94) for each metering point may be assessed if telephone
communication service is not provided by the customer.
(2) Coincident demand charge, per kilowatt: Ten dollars and ninety-six cents
($10.96) but not less than one cent ($0.01) per kilowatt-hour.
(3) Distribution facilities demand charge, per kilowatt: Three dollars and
twenty-nine cents ($3.29).
(4) Energy charge,per kilowatt-hour: One and fifty-five one-hundredths cents
($0.0155).
(5) In lieu of taxes and franchise, the rate shall be six and zero-tenths (6.0)
percent of all the charges billed pursuant to this Section.
(f) Standby service charges. Standby service,if available,will be provided on
an annual contract basis at a level at least sufficient to meet probable service demand
(in kilowatts) as determined by the customer and approved by the utility according
to the following:
(1) The monthly standby distribution charge shall be two dollars and eighty-
two cents ($2.82) per kilowatt of contracted standby service. This charge
shall be in lieu of the distribution facilities charge. For all metered
kilowatts in excess of the contracted amount, the standby distribution
charge shall be eight dollars and forty-seven cents ($8.47) per kilowatt.

(2) In the event the contractual kilowatt amount is exceeded, the beginning
date of the contract period will be reset.The first month of the new contract
period will become the current billing month and such month's metered
demand shall become the minimum allowable contract demand for the
standby service. Requests for standby service may be subject to a waiting
period. An operation and maintenance charge may be added for special
facilities required to provide standby service.
(o) Parallel generation. Customers may generate all or part of their

parallel with the utility system,provided that electric service is being rendered under
the standby provisions of the schedule, and provided further that such facility is
constructed, operated and maintained in accordance with the provisions of the

Tariff-- Schedule 10: Back-up Service. All charges incurred by the Utility under
this tariff will be billed to the customer.
Section 6. That paragraphs (b)and(c)of Section 26-469 of the Code of the City of Fort
Collins are hereby amended to read as follows:
Sec. 26-469. Special area floodlighting,schedule 10.
(b) Monthly rate. The monthly rates are as follows:
(1) Charge per lamp, mercury vapor:
a. One-hundred-seventy-five-watt: Thirteen dollars and ninety-eight
cents ($13.98).
b. Two-hundred-fifty-watt: (Sixteen dollars and forty-four cents
($16.44).
C. Four-hundred-watt: Twenty-one dollars and forty-eight cents
($21.48).
(2) Charge per lamp, high-pressure sodium:
a. Seventy-watt: Five dollars and ninety-one cents ($5.91).
b. One-hundred-watt: Eight dollars and thirty-six cents ($8.36).
C. One-hundred-fifty-watt: Thirteen and twenty-four cents ($13.24).
d. Two-hundred-fifty-watt: Sixteen dollars and eighty-two cents
($16.82).

e. Four-hundred-watt: Twenty-two dollars and fifteen cents ($22.15).
(c) Service charge. There shall be a service charge of nine dollars and thirty-
five cents ($9.35) for the initiation of a floodlighting account under this schedule.
Section 7. That paragraph (c)of Section 26-470 of the Code of the City of Fort Collins
is hereby amended to read as follows:
Sec. 26-470. Traffic signal service,schedule T.
(c) Monthly rate. The monthly rates are as follows:
(1) Fixed charge,per account: Forty-nine dollars and two cents ($49.02).
(2) Charge, per kilowatt-hour: Four and thirty-eight one-hundredths cents
($0.0438).
(3) Equipment rental charges, when applicable, will be determined by cost
analysis by the utility. Service extensions and signal installations made by
the utility shall be paid for by the city general fund, subject to material and
installation costs at the time of installation.
Section 8. That the amendments to Chapter 26 of the City Code contained herein shall
go into effect with respect to all City utility bills issued after January 1, 2001.
