OF THE COUNCIL OF THE CITY OF FORT COLLINS
AMENDING THE LAND USE CODE TO CLARIFY APPLICATION OF
THE"BLOCK STANDARDS"
WHEREAS, experience with new projects under review through the Land Use Code
indicates that new language should be added to the "Block Standards" to clarify that individual
elements of the "Block Standards" do not apply in situations where existing development, safety
concerns, sensitive natural areas, or unusual topography make application to the standard
impractical; and
WHEREAS,the Planning and Zoning Board has recommended to the City Council that the
proposed amendments to the "Block Standards" be included; and
WHEREAS,the Council has determined that it is in the best interests of the citizens of the
City that the "Block Standards" of the Land Use Code be amended accordingly.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That Section 4.5.(E)(1)(b) of the Land Use Code be revised as follows:
(E) Development Standards.
(1) Block Requirements.
(b) Block types and standards. All development
shall comply with the applicable standards set
forth below, unless the decision maker
determines that compliance with a specific
element of the standard is infeasible due to
unusual topographic features, existing
development, safety factors, or a natural area
or feature:
Mixed-Use Blocks 0-5%of Development Plan
Land use Requirements Minimum of 30%commercial/retail
required in each block;all other uses may
vary
Maximum Block Size 7 acres
Minimum FAR 0.3
Minimum building frontage(including 40%of each block side or 50%of the total
plazas) block frontage
Maximum Parking Ratio(including on 4 spaces/1,000 sf commercial/retail floor
street parking) area
Building Height Minimum 1 story;maximum 3 stories
Residential Blocks 85-90%of Development Plan
Land Use Requirements Minimum of 75%residential;other uses
may vary
Maximum Block Size 7 acres
Minimum Building Frontage 40%of each block side
Parking Ratio Minimum of 1.5 spaces/dwelling unit;
maximum of 2.5 spaces/dwelling unit
Building Height Minimum 1.5 story; maximum 3 stories
Civic Blocks Minimum of 10%of Development Plan
Maximum Block Size 7 acres
Land Use Requirements Only institutional/civic/public uses or child
care centers
Section 2. That Section 4.14(E)(2)(b) of the Land Use Code be revised as follows:
(E) Development Standards.
