OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED REVENUE AND PRIOR YEAR
RESERVES IN THE WATER FUND FOR A WATER EXHIBITS GRANT
WHEREAS, Article V, Section 9, of the Charter of the City of Fort Collins (the "Charter")
permits the City Council to make supplemental appropriations by ordinance at any time during the
fiscal year,provided that the total amount of such supplemental appropriations,in combination with
all previous appropriations for that fiscal year,do not exceed the then current estimate of actual and
anticipated revenues to be received during the fiscal year; and
WHEREAS,the City has received approval from the United States Department ofthe Interior
Bureau of Reclamation for a Water Exhibits Grant to construct hands-on water exhibits for the
Discovery Center Science Museum; and
WHEREAS, the exhibits, to be constructed by the Water Utility, will be geared towards
educating people about the many facets of water, including the chemical and physical properties of
water, the importance and many uses of water, sources of water, and water quality issues; and
WHEREAS, the total estimated cost to construct the exhibits is $20,000; and
WHEREAS,the Bureau of Reclamation's Water Conservation Program has made available
to the City $10,000, to be used for constructing the water exhibits; and
WHEREAS, local matching funds,totaling $10,000, have been identified and are available
in the form of Water Fund prior year reserves; and
WHEREAS,Article V,Section 9,of the Charter also permits the City Council to appropriate
by ordinance at any time during the fiscal year such funds for expenditure as may be available from
reserves accumulated in prior years, notwithstanding that such reserves were not previously
appropriated; and
WHEREAS,it is the desire of the Council to appropriate the sum of$10,000 from the United
States Department of the Interior Bureau of Reclamation and$10,000 from prior year reserves in the
Water Fund to be used to construct exhibits for the Discovery Center Science Museum; and
WHEREAS,under Article XIII,Section 6 of the Charter,net operating revenues ofthe City's
utilities may be expended for such specific utility purposes as are determined by the Council to be
beneficial to the ratepayers of such utilities.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the Council hereby finds and declares that the appropriation of the sum
of$10,000 in United States Department of Interior Bureau of Reclamation grant funds,and the sum
of $10,000 from prior year reserves in the Water Fund, all to be used to construct educational
exhibits regarding water for the Discovery Center Science Museum, is of benefit to the ratepayers
of the Water Utility, because it will educate the general public regarding water resources and their
wise use.
Section 2. That there is hereby appropriated for expenditure from unanticipated revenue
in the Water Fund, Discovery Center Exhibits project, the sum of TEN THOUSAND DOLLARS
($10,000) from the United States Department of the Interior Bureau of Reclamation to be used to
construct exhibits for the Discovery Center Science Museum.
Section 2. That there is hereby appropriated for expenditure in the Water Fund, Discovery
Center Exhibits project,from prior year reserves in the Water Fund,the sum of TEN THOUSAND
DOLLARS ($10,000) to be used to construct exhibits for the Discovery Center Science Museum.
