OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING PRIOR YEAR RESERVES IN THE TRANSPORTATION
SERVICES FUND AND AUTHORIZING THE TRANSFER OF APPROPRIATIONS
BETWEEN FUNDS FOR THE DESIGN AND PRELIMINARY ENGINEERING OF THE
TRAFFIC OPERATIONS DEPARTMENT RELOCATION
WHEREAS,the Traffic Operations Department is responsible for traffic engineering,traffic
sign installation, pavement markings, traffic operations and signal maintenance; and
WHEREAS, work units within the Traffic Operations Department are housed at different
locations,with the sign and paint crews,the traffic engineer,and administration located at the Streets
Facility at Vine and Lemay, and the signal crews, VMS master computer system, and equipment
located at 700 Wood Street; and
WHEREAS,the signal crews,VMS master computer system, and traffic equipment need to
move from their current location at 700 Wood Street to accommodate the expansion of the Water
Utility also located at 700 Wood Street; and
WHEREAS, staff has determined that the existing sand/salt facility used by the Streets
Department at the Streets facility at Vine Street would provide a good location from which Traffic
Operations could conduct its operations; and
WHEREAS, moving Traffic Operations to the existing sand/salt facility would provide
sufficient space for all of the Traffic Operations personnel, as well as indoor storage for equipment
and materials, and would increase the effectiveness and coordination of efforts of both the Streets
and Traffic departments; and
WHEREAS,the Streets Department must vacate the existing sand/salt facility due to the fact
that the salt is destroying the mortar between the bricks, causing a deterioration of the facility; and
WHEREAS,relocating the Traffic Operations Department represents the first step in a major
capital project that will result in the expansion of the current Streets Facility; and
WHEREAS, the cost of preliminary facility design and other costs related to the proposed
relocation of the Traffic Operations Department and the sand/salt facility is estimated at $250,000;
and
WHEREAS, staff has identified $250,000 in Transportation Fund prior year reserves to be
used to help relocate the Traffic Operations Department; and
WHEREAS,Article V, Section 9, of the Charter of the City of Fort Collins (the "Charter")
permits the City Council to appropriate by ordinance at any time during the fiscal year such funds
for expenditure as may be available from reserves accumulated in prior years, notwithstanding that
such reserves were not previously appropriated; and
WHEREAS, Article V, Section 10,of the Charter authorizes the City Council to transfer by
ordinance any unexpended and unencumbered amount or portion thereof from one fund or capital
project to another fund or capital project, provided that the purpose for which the transferred funds
are to be expended remains unchanged; and
WHEREAS, it is the desire of the Council to appropriate $250,000 from prior year reserves
in the Transportation Services Fund to be used for preliminary design for a new Traffic Operations
facility and relocation of the sand/salt facility.
NOW,THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that there is hereby appropriated for expenditure from prior year reserves in the
Transportation Services Fund the sum of TWO HUNDRED FIFTY THOUSAND DOLLARS
($250,000) and authorized for transfer to the Capital Projects Fund, Streets Facility Expansion
project, and appropriated therein to be used for the preliminary design for a new Traffic Operations
facility and the relocation of the sand/salt facility.
Introduced and considered favorably on first reading and ordered published this 17th day of
June, A.D. 1997, and to be considered for final passage on the 1 st day of July, A.D. 1997.
