OF THE COUNCIL OF THE CITY OF FORT COLLINS
AMENDING ARTICLE IV OF CHAPTER 2 OF THE CITY CODE PERTAINING TO THE
ADMINISTRATIVE ORGANIZATION OF THE CITY, BY CONSOLIDATING THE
OFFICES OF ELECTRIC UTILITY SERVICES AND WATER, WASTEWATER AND
STORMWATER UTILITY SERVICES
WHEREAS,Article IV,Section 2 ofthe City Charter provides that the administrative branch
of the City government shall be composed of the offices, departments and agencies established by
ordinance upon report and recommendation of the City Manager; and
WHEREAS, the administrative organization of the City is established in Article IV of
Chapter 2 ofthe City Code and presently includes an Office of Electric Utility Services and an Office
of Water, Wastewater and Stormwater Utility Services; and
WHEREAS,both such offices are presently administered by a single Service Area Director
appointed by the City Manager; and
WHEREAS,the City Manager believes that all of the utility services of the City can be most
efficiently and effectively administered by combining them into a single service area; and
WHEREAS,the City Manager has recommended that the City Code be amended to provide
for a single Office of Utility Services; and
WHEREAS, the City Council believes that such proposed change would be in the best
interests of the City.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That Division 9 ofArticle IV of Chapter 2 ofthe City Code is hereby amended
so as to read in its entirety as follows:
DIVISION 9. OFFICE OF
UTILITY SERVICES
Sec. 2-551. General Manager; duties.
The Office of Utility Services shall be, and it is hereby created. The Office of
Utility Services shall be in the charge of a General Manager who is directly and
solely responsible to the City Manager and who shall be responsible for the functions
and duties of the Office of Utility Services, including, without limitation, the
functions and duties necessary to provide for the construction, operation and
maintenance of the city's electric,water,wastewater and stormwater utility services,
and shall have control and supervision over such other departments,divisions,offices
or persons assigned by the City Manager.
Section 2. That Division 10 of Article IV of Chapter 2 of the City Code is hereby
repealed in its entirety.
Section 3. That Divisions 11 and 12 of Article IV of Chapter 2 of the City Code are
hereby renumbered so as to appear as follows:

CITY ATTORNEY
Sec. 2-555. City Attorney; duties.
The Office of the City Attorney shall be in the charge of the City Attorney, who
is directly and solely responsible to the City Council and who shall be responsible
for the functions and duties of the Office of the City Attorney.

DIVISION 11. MUNICIPAL COURT
Sec. 2-559. Municipal Judge; duties.
The Municipal Court shall be in the charge of the Municipal Judge,who is directly
and solely responsible to the City Council and who shall be responsible for the
functions and duties of the Municipal Court.
