OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED REVENUE AND PRIOR
YEAR RESERVES IN THE TRANSPORTATION SERVICES FUND FOR
THE SMARTTRIPS TRANSPORTATION DEMAND MANAGEMENT PROGRAM
WHEREAS,the City's SmartTrips Transportation Demand Management Program promotes
awareness and participation in alternative modes of transportation, including but not limited to car
pooling, van pooling, biking, and public transit services, in concert with the goal of shifting ten
percent of single occupant vehicle trips to other modes; and
WHEREAS, the SmartTrips program relies heavily on federal funding as well as working
closely with other cities around the region and the business community in an effort to leverage
resources to fund the program; and
WHEREAS, the North Front Range Transportation and Air Quality Planning Council has
identified$183,384, from the following sources,to be appropriated for the SmartTrips program and
used to design, promote and implement additional programming in 1998:
Colorado Department of Transportation Grants $ 132,990
International Council on Local Environmental Initiatives Grant 32,000
Transportation Services Fund Prior Year Reserves 10,394
Contribution from Hewlett-Packard in Greeley 5,000
Contribution from State Farm Insurance in Greeley 3,000
Total $ 183,384
WHEREAS, Article V, Section 9, of the Charter of the City of Fort Collins (the "Charter")
permits the City Council to make supplemental appropriations by ordinance at any time during the
fiscal year, provided that the total amount of such supplemental appropriations, in conjunction with
all previous appropriations for that fiscal year, do not exceed the current estimate of actual and
anticipated revenues to be received during the fiscal year; and
WHEREAS,Article V, Section 9,of the Charter also permits the City Council to appropriate
by ordinance at any time during the fiscal year such funds for expenditure as may be available from
reserves accumulated in prior years, notwithstanding that such reserves were not previously
appropriated; and
WHEREAS, it is the desire of the Council to appropriate the sum of $183,384 from
unanticipated revenues and prior year reserves in the Transportation Services Fund to provide
additional programming for the SmartTrips Transportation Demand Management Program.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That there is hereby appropriated for expenditure from unanticipated revenue in
the Transportation Services Fund, the sum of ONE HUNDRED SEVENTY-TWO THOUSAND
NINE HUNDRED NINETY DOLLARS ($172,990) from the following sources to be used to
provide additional programming for the SmartTrips Transportation Demand Management Program:
Colorado Department of Transportation Grant $ 132,990
International Council on Local Environmental Initiatives Grant 32,000
Hewlett-Packard of Greeley Contribution 5,000
State Farm Insurance of Greeley Contribution 3.000
Total $ 172,990
Section 2. That there is hereby appropriated for expenditure from prior year reserves in the
Transportation Services Fund the sum of TEN THOUSAND THREE HUNDRED NINETY-FOUR
DOLLARS ($10,394) to be used to provide additional programming for the Smart Trips
Transportation Demand Management Program.
