OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING PRIOR YEAR RESERVES
FOR ENGINEERING-DEVELOPMENT REVIEW STAFF
WHEREAS, the time required for engineering-development review staff to review a set
of plans increased from an average of 10 days to 23 days over the last two years; and
WHEREAS, the increase in plan review turn around time is an indicator that the city needs
to improve its system and service; and
WHEREAS, adding a-civil-engineer will-provide relief in planreview, improve—the-turn-
around time on a set of plans and free existing staff time to meet with applicants; and
WHEREAS, adding a contractual clerical/technician would assist the engineers in
performing their work on engineering development review system improvements; and
WHEREAS, the $72,700 needed to fund these positions is available in the General Fund
prior year contingencies reserve; and
WHEREAS, Article V, Section 7, of the Charter of the City of Fort Collins authorizes the
City Council to provide by ordinance for payment of any expense from reserves accumulated in
prior years notwithstanding that such reserves were not appropriated for expenditure in the annual
appropriation ordinance.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that there is hereby appropriated for expenditure from the General Fund prior year
reserve for contingencies the sum of SEVENTY TWO THOUSAND SEVEN HUNDRED
DOLLARS ($72,700) to fund a classified civil engineer I position and a contractual
clerical/technical position in Development Engineering in 1995.
