OF THE COUNCIL OF THE CITY OF FORT COLLINS
CREATING A YOUTH ADVISORY BOARD
WHEREAS, the City Council believes that the future of the Fort Collins
community, as well as the nation as a whole, is largely dependent upon the
successful nurturing of our youth; and
WHEREAS, the City offers various services which impact the well -being of
the City's youth; and
WHEREAS, the City Council is concerned about and involved with youth
issues; and
WHEREAS, the City does not currently have a formal mechanism for receiving
input from youth, and citizens interested in youth, on a regular basis; and
WHEREAS, the City Council wishes to establish a Youth advisory Board to
perform this and other related functions.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS
that a new Division 32 is hereby added to Chapter 2, Article III of the Code of
the City of Fort Collins as follows, and all subsequent Divisions and Sections
of Chapter 2 shall- be renumbered accordingly throughout 4rticl- I:I:
Sec. 2-436. Creation.
There shall be and is hereby created a Youth Advisory Board,
hereafter referred to in this Division as the "board."
Sec. 2-437. Membership; term.
(a) The board shall consist of nine (9) members, seven (7) of
whom shall be appointed by the City Council and two (2) of whom
shall be appointed by the Youth Leadership Committee of Team Fort
Collins from its members. Appointments by the Youth Leadership
Committee shall be affirmed by the City Council by resolution. All
members shall be qualified by experience, training, age, ethnicity,
or socio-economic background to represent a diverse cross-section of
youth in the Fort Collins community. At least seven (7) of the
members of the board shall be under the age of twenty-one (21) years
at the time of appointment.
(b) Each member over the age of twenty-one (21) years at the time
of appointinent save l? serve without compensation for a 'term of four
(4) years, except that such members may be appointed by the City
Council for a shorter term in order to achieve overlapping tenure.
Each member under the age of twenty-one (21) years at the time of
appointment shall serve without compensation for a term of no less
than one (1) year and no more than four (4) years. Appointments
shall specify the term of office of each individual . All members
shall be subject to removal by the City Council . If a vacancy
occurs on the board, it shall be filled by the Council for the
remaining unexpired portion of the term or one (1) year, whichever
is longer. A member over the age of twenty-one (21) years at the
time such member's term expires shall be eligible to apply for one
(1) additional term of four (4) years.
Sec. 2-438. Functions.
The board shall have the following functions:
(1) To gather information from, and otherwise communicate
with, other groups, organizations and agencies regarding
youth-oriented issues and problems.
(2) To document and discuss issues of importance to youth in
the Fort Collins community, specifically as they affect
city-operated services.
(3) To review and discuss legislation that may affect youth.
(4) To recommend to City Council local legislation and policy
actions or changes which would enhance the status of youth
in the Fort Collins community.
Sec. 2-439. Officers; bylaws.
The board shall elect annually from its membership a chairperson,
vice-chairperson and such other officers as may be deemed necessary
by the board. The chairperson and vice-chairperson shall be under
the age of twenty-one (21) years at the time of election. Bylaws
may be adopted by the board, which bylaws shall not be inconsistent
with the Charter and the Code. A copy of the bylaws shall be filed
with the City Clerk for the use of the City Council immediately
after adoption by the board and they may be subject to the approval
of the City Council .
Sec. 2-440. Minutes; annual report; work plan.
The board shall take and file minutes in accordance with the
requirements of § 2-73 of the Code. On or before January 31 of each
year, the board shall file a report with the City Clerk setting
forth the activities of the board for the previous year. On or
before November 30 of each year, the board shall file a work plan
with the City Clerk for the following year.
