HomeMy WebLinkAbout022 - 03/01/1994 - AMENDING CITY CODE ADOPTING THE UNIFORM MECHANICAL CODE, 1991 EDITION ORDINANCE NO. 22, 1994 OF THE COUNCIL OF THE CITY OF FORT COLLINS AMENDING CHAPTER 5 OF THE CODE OF THE CITY OF FORT COLLINS RELATING TO THE REGULATION AND CONTROL OF THE DESIGN, CONSTRUCTION, INSTALLATION, QUALITY OF MATERIALS, LOCATION, OPERATION AND MAINTENANCE OF HEATING, VENTILATING, COOLING, REFRIGERATION SYSTEMS, INCINERATORS, AND OTHER MISCELLANEOUS HEAT PRODUCING APPLIANCES IN THE CITY OF FORT COLLINS, ADOPTING BY REFERENCE HERETO THE UNIFORM MECHANICAL CODE, 1991 EDITION OF THE INTERNATIONAL ASSOCIATION OF PLUMBING AND MECHANICAL 3FFICTTALS AND THE INTERNATIONAL CONFERENCE OF BUILDING OFFICIALS BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that Chapter 5 of the Code of the City of Fort Collins be amended as follows: Section 1. That Sections 5-106, 5-107 and 5-109 are hereby repealed and reenacted to read as follows: Sec. 5-106. Adoption of standards. Pursuant to the power and authority conferred on the City Council by Section 31-16-202, C.R.S, and Article II, Section 7, of the Charter, there is hereby adopted as the mechanical code of the city the Uniform Mechanical Code, 1991 Edition, including specifically Appendices A, B, and C as published by the International Conference of Building Officials, which shall have the same force and effect as though set forth herein in full . The subject matter of the Uniform Mechanical Code adopted herein includes comprehensive provisions and standards regulating and controlling the design, construction, installation, quality of materials, location, operation, and maintenance of heating, ventilating, cooling and refrigeration systems, incinerators, and other miscellaneous heat-producing appliances for the purposes of protecting public health, safety, and general welfare. Sec. 5-107. Amendments and deletions to code. The Uniform Mechanical Code adopted in Section 5-106 is hereby amended and changed in the following respects: (1) Section 203(a) is amended by adding the following sentence to the end of the paragraph: . For the purposes of this Code, the Building Review Board, as created by Section 2-101 of the Code of the city, is hereby empowered as the Board of Appeals and shall hear such matters under the procedures set forth in Section 5-27 of the Code of the city." (2) Table No. 3-A is hereby amended by adopting the fee schedule as set forth in "Table 3-A, Building Permit Fees of the Building Code of the city, except that the minimum fee for any permit regulated herein shall be fifteen dollars ($15. ), and the permit fee for installation of each solid fuel appliance, residential heating appliance, and residential cooling appliance shall be fifteen dollars ($15.) . (3) St.. 803(4) is amended to read as i.,llows: "Gas logs shall be equipped with a shut off valve and a listed safety pilot." (4) Section 914(f) is amended to read as follows: "(f) Spark arrestors. Chimneys serving solid fuel burning fireplaces, stoves and appliances shall terminate in a substantially constructed spark arrestor having a mesh approved for the use. Spark arrestors shall be adequately supported and secured." (5) Appendix B is amended by deleting section 2125 with existing subsections to be renumbered appropriately. (6) Appendix B, Section 2206(c)1. is amended by rewording the first sentence to read as follows: "This inspection shall be made after gas piping, fittings, unions, and valves, authorized by the permit have been installed and before any such piping has been covered or concealed or any fixture or appliance has been attached thereto." (7) Appendix B, Section 2214, exception 1 is amended to read as follows: "1. Listed metal appliance connectors shall have an overall length not to exceed six (6) feet." (8) Appendix B, Section 2218(a) is amended by deleting therefrom the first paragraph thereof and substituting therefor the following: "(a) General . Gas piping shall comply with the provisions of this section and section 2212. All natural gas regulations and tables except Table 22-D are based on the use of a gas water column pressure at the outlet of the meter. Table 22-D is based on the use of natural gas having a specific gravity of 0.68 and six inch (6") water column with a pressure drop, inches W.C. 0.30 as supplied in the Fort Collins area. For undiluted liquified petroleum gas, gas piping may be sized for 2500 BTU/cu. ft. at eleven inches (11") water column and specific gravity of 1.52." Sec. 5-109. Violations and penalties. Section 204 of the Uniform Mechanical Code, 1991 Edition, is amended to read as follows: "Sec. 204. It shall be unlawful for any person, firm or corporation to erect, construct, enlarge, alter, repair, move, improve, remove, convert or demolish, equip use or maintain any mechanical systems or equipment or cause or permit the same to be done in violation of this Code. Any person, firm or corporation violating any of the provisions of this Code shall be deemed guilty 2 of a misdemeanor and subject to penalties set forth in Section 1-15 of the Code of the city." Section 2. That the repeal and reenactment of Sections 5-106, 5-107 and 5-109 shall not make lawful any violation of the ordinances hereby repealed occurring before the effective date hereof, and provided further that the construction under any building permit heretofore taken out under the ordinance herein repealed may be continued in conformance with such repealed ordinance or, if the owner thereof elects, in conformity with the ordinance herein enacted.
