OF THE COUNCIL OF THE CITY OF FORT COLLINS
AMENDING CHAPTER 26, ARTICLE VI, DIVISION 4 OF THE CODE OF THE CITY
OF FORT COLLINS SETTING RATES AND CHARGES FOR ELECTRIC SERVICE
WHEREAS, the Council of the City of Fort Collins has determined that the service charge
for initiating new electric accounts should be reduced in order to reflect efficiencies that have been
incorporated into the Electric Utility operating procedures which have resulted in a lower cost to
provide such service; and
WHEREAS, the Council has further determined that the Electric Utility should be
empowered to provide certain special services to customers and charge for such services by contract
between the customer and the Electric Utility; and
WHEREAS, the Council has further determined that the Code should be amended to reduce
the threshold at which the Electric Utility may establish contractual rates for large customers in order
to afford the Utility increased flexibility to meet customer needs.
NOW,THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that Chapter 26,Article VI, Division 4 of the Code of the City be and hereby is, amended
as follows:
Section 1. That Sec. 26-464 (Residential energy services, schedule R) of the Code of the
City of Fort Collins is hereby amended to revise the wording of subparagraph (e) and add a new
subparagraph (h) (Special services) to read as follows, and to reletter existing subparagraphs (h)
through (k) as subparagraphs (1) through (1) respectively:
(e) Service charge. There shall be a service charge of ten dollars and sixty-five
cents ($10.65) for the processing of a request for electrical service under this
schedule except where-the refuest_ismade for-after-hours-service, in whichcase the
service charge shall be forty dollars and sixty-four cents ($40.64). The service charge
is further applicable for a special meter reading and/or fractional period billing.
(h) Special services. The Electric Utility is authorized to provide special services
and capabilities which are beyond those required for basic service,provided that such
special services and capabilities are described in a written agreement between the
Utility and the customer, which agreement shall also set forth the utility charges
associated with the provision of such special services and capabilities. The Director
of the Electric Utility shall establish the charges and payment terns for the provision
of such special services and capabilities.
Section 2. That Sec. 26-465 (Residential demand service, schedule RD) of the Code of the
City of Fort Collins is hereby amended to revise the wording of subparagraph (e) and add a new
subparagraph (h) (Special services) to read as follows, and to reletter existing subparagraphs (h)
through (1) as subparagraphs (1) through (m) respectively:

and capabilities which are beyond those required for basic service,provided that such
special services and capabilities are described in a written agreement between the
Utility and the customer, which agreement shall also set forth the utility charges
associated with the provision of such special services and capabilities. The Director
of the Electric Utility shall establish the charges and payment terms for the provision
of such special services and capabilities.
Section 7. That Sec. 26-470(General service time-of-demand,schedule GS50T)of the Code
of the City of Fort Collins is hereby amended to add subparagraph (in) (Special services) to read as
follows, and to reletter existing subparagraphs (m) through (q) as subparagraphs (n) through (r)
respectively:
(m) Special services. The Electric Utility is authorized to provide special services
and capabilities which are beyond those required for basic service,provided that such
special services and capabilities are described in a written agreement between the
Utility and the customer, which agreement shall also set forth the utility charges

associated with the provision of such special services and capabilities. The Director
of the Electric Utility shall establish the charges and payment terms for the provision
of such special services and capabilities.
Section 8. That Sec. 26-471 (General service 750, schedule GS750) of the Code of the City
of Fort Collins is hereby amended to revise the wording of subparagraph (b) and add a new
subparagraph (k) (Special services) to read as follows, and to reletter existing subparagraphs (k)
through (o) as subparagraphs (1) through (p) respectively:
(b) Applicability. This schedule applies to customers served at the primary voltage
of the city's electric system, thirteen thousand two hundred/seven thousand six
hundred twenty (13,200/7,620) volts nominal for three-phase industrial power and
combined lighting and power. This schedule applies only to those services with an
average metered demand of seven hundred fifty (750) kilowatts or greater. The
Director ofthe Electric Utility, at his orher option;may enter into individual, written
agreements with customers having an aggregated connected load of one thousand
(1,000) kilowatts or more, which agreements shall establish the services to be
provided and the amount to be charged to such customers.
(k) Special services. The Electric Utility is authorized to provide special services
and capabilities which are beyond those required for basic service,provided that such
special services and capabilities are described in a written agreement between the
Utility and the customer, which agreement shall also set forth the utility charges
associated with the provision of such special services and capabilities. The Director
of the Electric Utility shall establish the charges and payment terms for the provision
of such special services and capabilities.
Section 9. That Sec. 26-472_(General service-750 tinie-of-demand, schedule GS750T)-of the
Code of the City of Fort Collins is hereby amended to revise the wording of subparagraph (b) and
add a new subparagraph On) (Special services) to read as follows, and to reletter subparagraphs (in)
through (q) as subparagraphs (n) through (r) respectively:
(b) Applicability. This schedule applies to customers served at the primary voltage

Section 10. That the amended rates and charges recited herein shall be imposed on all
billings rendered on or after January I, 1996.
