OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED REVENUE AND PRIOR
YEAR RESERVES IN THE CULTURAL SERVICES & FACILITIES FUND
MUSEUM BUDGET FOR THE PLANNING OF A MAJOR PERMANENT EXHIBIT
AND OTHER ASSOCIATED PROJECT COSTS
WHEREAS, Article V, Section 14, of the Charter of the City of Fort Collins (the "Charter")
authorizes the City Council to appropriate unanticipated revenues which are the result of new
revenue sources at any time during the year in which such revenue is received; and
WHEREAS, the National Endowment for the Humanities (NEH) has made available to the
City, grant funds in the total amount of$45,000 to fund the planning for a major permanent exhibit
(the "Project"); and
WHEREAS,the Project will also include a community based collection initiative, staff travel
to recent museum exhibits with 20th century and urban environmental themes, and planning for
public and school programming designed to expand on the exhibit's themes; and
WHEREAS, the goal of the Project is to provide visitors to the museum with an innovative
exhibit that will interpret the process of historical and contemporary western settlement and its
impact on the environment, using Fort Collins as a case study to explore the historical and national
trends of this urban/environmental western phenomena; and
WHEREAS, the Project, which has a working title of Fort Collins 2000, will be located in
the Fort Collins Museum and will occupy approximately 3,500 square feet; and
WHEREAS, the projected cost of the Project is $55,366; and
WHEREAS, staff is recommending that funds totalling $10,366 available in Museum
reserves as of the end of 1994 should be used to supplement the NEH grant funds totalling $45,000
in order to proceed with the Project; and
WHEREAS, Article V, Section 7 of the Charter provides that City Council may provide by
ordinance for payment of any expense from prior year reserves, notwithstanding that such reserves
were not appropriated for expenditure in the annual appropriation ordinance; and
WHEREAS, it is the desire of the Council to appropriate the sum of$45,000 to be received
from the NEH and $10,366 from Museum reserves for the purpose of funding the Project.
NOW,THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS:
Section 1. That upon receipt of the NEH grant there is hereby appropriated for
expenditure from unanticipated revenue in the Cultural Services & Facilities Fund Museum budget
the sum of FORTY-FIVE THOUSAND DOLLARS ($45,000) to be used to fund the Project.
Section 2. That there is hereby appropriated for expenditure from prior year reserves in
the Cultural Services & Facilities Fund TEN THOUSAND THREE HUNDRED SIXTY-SIX
DOLLARS ($10,366) to be used to fund the Project.
