OF THE COUNCIL OF THE CITY OF FORT COLLINS
AMENDING CHAPTER 2 OF THE CODE OF THE CITY OF FORT COLLINS
TO ESTABLISH A TRANSPORTATION BOARD
WHEREAS, the Council of the City of Fort Collins has determined that it
is in the best interests of the citizens of the City that an increased level of
citizen participation be developed regarding policies relating to the City' s
transportation system; and
WHEREAS, the Council has further determined that it would be beneficial
to the City to establish a Transportation Board for the purpose of advising the
Council on policy matters pertaining to Transportation.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS
that a new Division 31 is hereby added to Chapter 2, Article III of the Code of
the City of Fort Collins as follows, and all subsequent Divisions and Sections
of Chapter 2 shall be renumbered accordingly throughout Article III :
DIVISION 31 . TRANSPORTATION BOARD
Sec. 2-426. Creation.
There shall be and is hereby created a Transportation Board
hereafter referred to in this Division as the board.
Sec. 2-427. Membership; term.
(a) The board shall consist of nine (9) members appointed by the
City Council .
(b) Each member shall serve without compensation for a term of
four (4) years, except that members may be appointed by the City
Council for a shorter term in order to achieve overlapping tenure.
Appointments shall specify the term of office of each individual .
All members shall be subject to removal by the City Council . If a
vacancy occurs on the board, it shall be filled by the City Council
for the remaining unexpired portion of the term. No member shall
serve more than two (2) consecutive four (4) year terms.
Sec. 2-428. Functions.
The duties and functions of the board shall be to advise the City
Council on matters pertaining to the city' s transportation policies
and system including, but not limited to, transportation planning,
alternative modes planning (including bikeways, pedestrian
facilities, transit, air transportation, and van and car pooling) ,
capital improvement projects, downtown parking management, and other
transportation issues as identified in the board work plan.
Additionally, the board shall review the city' s interaction with
federal , state and county government, as well as North Front Range
Transportation and Air Quality Planning Council , Colorado State
University, and Poudre R-I on transportation related issues.
Sec. 2-429. Coordination with other boards, commissions and the
community-at-large.
The board will coordinate its policy review with other appropriate
city boards and commissions as needed. This coordination is intended
to provide an integrated review of transportation issues as they
relate to other policy areas such as air quality, natural resources
and land use. The board will ensure that an element of its policy
review will include appropriate community input.
Sec. 2-430. Officers; bylaws.
The board shall elect annually from its membership a chairperson
and such other officers as may be required. Bylaws may be adopted
by the board, which bylaws shall not be inconsistent with the
Charter and the Code. A copy of the bylaws shall be filed with the
City Clerk for the use of the City Council immediately after
adoption by the board and they may be subject to the approval of the
City Council .
Sec. 2-431. Minutes; annual report; work plan.
It is required that minutes be kept for each board meeting and
that such minutes be filed with the City Clerk prior to the next
regular meeting of the board. On or before January 31 of each year,
the board shall file a report with the City Clerk setting forth the
activities of the board for the previous year. On or before
November 30 of each year, the board shall file a work plan with the
City Clerk for the following year.
Introduced, considered favorably on first reading, and ordered published
this 18th day of February, A.D. 1992, and to be presented for final passage on
the 3rd day of March, A.D. 1992.
