OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING PRIOR YEAR RESERVES IN THE
SALES AND USE TAX FUND FOR TRANSFER
TO THE GENERAL FUND FOR RECYCLING PROJECTS
WHEREAS, Article V, Section 7, of the Charter of the City of Fort Collins (the "Charter")
authorizes the City Council to provide by ordinance for the payment of any expenses from reserves
accumulated in prior years notwithstanding that such reserves were not appropriated for expenditure
in the annual appropriation ordinance; and
WHEREAS, as part of its 1993-1995 Policy Agenda, City Council asked staff to develop _
recommendations to increase participation in curbside recycling and to reduce the impacts of trash
trucks on residential streets; and
WHEREAS, staff has focused their efforts on an integrated waste management approach to
accomplishing the aforementioned goals and have developed an Integrated Municipal Solid Waste
Management Action Plan; and
WHEREAS, included as part of the said plan and based upon Council direction, staff has
pursued the opening of a composting facility for yard waste and construction debris, and developing
plans for a recycling public education program; and
WHEREAS,in 1986,Council set aside and earmarked$50,000 in the Sales&Use Tax Fund,
to be reserved for future recycling projects as specific programs were developed; and
WHEREAS, staff recommends using the aforementioned funds, totalling $50,000, to hire a
consultant to develop a Request for Proposal for the siting, operation and maintenance of a
composting facility and to hire a consultant to develop a focused marketing plan for increasing
participation in commercial an residential recycling programs.
NOW,THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that there is hereby appropriated from prior year reserves in the Sales and Use Tax Fund
the sum of FIFTY THOUSAND DOLLARS ($50,000) for transfer to the General Fund, and
appropriated therein,for the purpose of hiring a consultant to develop a Request for Proposal for the
siting, operation and maintenance of a composting facility, and for hiring a consultant to develop a
marketing plan for commercial and residential recycling.
