OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING PRIOR YEAR RESERVES IN THE
RECREATION FUND
WHEREAS, Article V, Section 7, of the Charter of the City of Fort Collins
authorizes the City Council to provide by ordinance for payment of any expenses
from reserves accumulated in prior years notwithstanding that such reserves were
not appropriated for expenditure in the annual appropriation ordinance; and
WHEREAS, the Recreation Fund had a reserve fund balance at the end of 1993;
and
WHEREAS, the reserve fund balance is accounted for in the Recreation Fund
under various reserves established for specific purposes; and
WHEREAS, the Recreation Division is requesting the use of these reserve fund
balances, specifically those accumulated in the reserve designated for Equipment
and Capital Needs, to be used for equipment, repairs, capital needs and new
programs in various areas of the Recreation Division.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS
that there is hereby appropriated for expenditure from prior year reserves in the
Recreation Fund the sum of ONE HUNDRED FIFTY-FIVE THOUSAND NINE HUNDRED DOLLARS
($155,900) to be used for equipment, repairs, capital needs and new youth
programs in various areas of the Recreation Division, as described on Exhibit
"A, " which is attached hereto and incorporated herein by this reference.
Introduced, considered favorably on first reading, and ordered published
this 2nd day of August, A.D. 1994, and to be presented for final passage the
16th day of August, A.D. 1994. �?

EXHIBIT "A"
1. Youth Programming
$21,500 Funding for no-fee youth programs, including summer
basketball , the RAD van (Recreation At your Door) mobile
recreation unit, flag football , baseball camp, late-night
hours at Northside Aztlan Community Center, and the youth
forum. This includes money for part-time staff salaries,
equipment, transportation, and program supplies. This also
includes funding to cover salary for the part-time youth
coordinator who was hired to set up these programs, network
with outside groups, seek donations and sponsorships,
administer the programs, and develop additional programs.
$ 1,800 Treadmill for the Northside Aztlan Community exercise room.
This request is from citizens who use the facility on a
regular basis.
$ 5,000 Water conservation projects at the Farm. These are materials
costs associated with changing to a field irrigation system
from use of sprinklers and upgrading the stream/pond water
system to eliminate leakage and water waste. Labor has been
provided through the Youth Conservation Corp and the City
youth employment program. These projects are currently
underway in an effort to utilize the youth employment work
force this summer.
2. Adult Programming
$20,800 Start-up items for the new senior center. These include
assisted listening devices, computer software, a freezer,
studio work tables, and maintenance tools. This also includes
money to refinish, re-cover, and move the billiards tables
from the Downtown Community Center to the new facility this
fall .
3._ Lce/AQuat cs
$ 6,700 City Park Pool improvements. These include 3 pool filters, 4
pool ladders, and chlorine scales.
$ 4,000 EPIC ice arena improvements. This money would add benches
around the ice arena and provide improvements to the skate
sharpening area.
$16,400 EPIC pool improvements. This includes replacing the 25-yard
lane lines and 2 reels, a one-meter diving stand, one diving
board, and purchasing 2 water extractors for swim suits, to be
installed in each locker room.
$15,500 EPIC facility general improvements. These include doing some
concrete work in front of the building and around the lobby
stairway, upgrading the landscaping on the northwest corner of
the ice arena, and purchasing a microwave oven, replacement
lobby chairs, a FAX machine, and a construction plaque.
4. Sports
$ 9,500 This request includes replacing a sliding door at the Rolland
Moore racquet complex that protects the vending machines,
making upgrades at Lee Martinez ballfields, and purchasing a
computer and printer.
5. Administration
$19,700 This would provide funding for computer and printer upgrades,
staff wearing apparel , a slide-tape machine to replace an old
one, and to renovate some office space at 281 North College.
$35,000 Outdoor basketball court at Northside Aztlan Community Center.
