OF THE COUNCIL OF THE CITY OF FORT COLLINS
ADOPTING THE 1992 CITY OF FORT COLLINS
TOTAL COMPENSATION PAY PLAN
WHEREAS, each year the City of Fort Collins adopts a financial policy which
guides the development of the salary and benefit rates received by City
employees; and
WHEREAS, the City of Fort Collins is committed to compensating employees
in a manner which is fair, competitive and understandable; and
WHEREAS, the City's pay philosophy is based on total compensation, which
takes into account both the salaries and benefits provided to employees; and
WHEREAS, each year the City surveys the salaries and benefits of positions
in other cities and northern Colorado private companies which are comparable to
positions within the City of Fort Collins and uses this information to set
benchmark salaries and benefits; and
WHEREAS, the City staff has presented to the Personnel Board the survey
information regarding salaries and benefits for comparable positions, and the
Personnel Board has forwarded to the City Council its recommendations regarding
the Total Compensation Plan for classified employees of the City; and
WHEREAS, the recommendations of the staff and the Personnel Board are based
upon the existing Council policy of compensating employees at the 70th
percentile.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS
as follows:
Section 1 . That the Personnel Board has reviewed various methods for
determining total compensation and the appropriate labor markets for survey
positions and has forwarded its recommendations to the City Council .
Section 2. That the Council hereby adopts the "1992 City of Fort Collins
Total Compensation Pay Plan" (the "Plan") , a copy of which is on file in the
Office of the City Clerk.
Section 3. That the effective date of the Plan shall be the second full
pay period of February 1992, which begins February 17, 1992.
Section 4. That during the period from January 1, 1992, through February
17, 1992, the "1991 City of Fort Collins Pay Plan, " a copy of which is on file
in the office of the City Clerk, shall remain in full force and effect.
Section 5. That the City Manager is authorized to modify the Plan by
increasing or decreasing the number of pay steps, making pay equity adjustments,
reducing or increasing the entry rate or making other such changes as he may deem
necessary or appropriate, so long as the 1992 maximum pay step does not change
and the total cost of employee compensation does not exceed the amount budgeted
therefor in the 1992 budget.
Introduced, considered favorably on first reading, and ordered published
this 19th day of November, A.D. 1991, and to be presented for final passage on
the 17th day of December, A.D. 1991 .
