OF THE COUNCIL OF THE CITY OF FORT COLLINS
ADOPTING THE 1991 CITY OF FORT COLLINS PAY PLAN
WHEREAS, each year the City of Fort Collins adopts a financial policy
which guides the development of the salary and benefit rates received by City
employees; and
WHEREAS, the City of Fort Collins is committed to compensating employees
in a manner which is fair, competitive and understandable; and
WHEREAS, the City's pay philosophy is based on Total Compensation which
takes into account both the salaries and benefits provided to employees; and
WHEREAS, each year, the City surveys the salaries and benefits of positions
in other cities and northern Colorado private companies which are comparable to
positions within the City of Fort Collins and uses this information to set
benchmark salaries and benefits at the 70th Percentile; and
WHEREAS, the City will annually review the appropriate labor market for
survey positions by presenting total compensation calculations and assumptions
to the Personnel Board which will in turn forward its recommendation to the City
Council .
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS
as follows:
Section 1. That the Personnel Board has reviewed various methods for
determining total compensation and the appropriate labor markets for survey
positions and has forwarded its recommendation to the City Council .
Section 2. That the Council hereby adopts the "1991 City of Fort Collins
Pay Plan" (the "Plan") , a copy of which is on file in the Office of the City
Clerk.
Section 3. That the effective date of the Plan shall be the first full
pay period in January 1991, which begins January 7, 1991.
Section 4. That the City Manager is authorized to modify the Plan by
increasing or decreasing the number of pay steps, making pay equity adjustments,
reducing or increasing the entry pay rate or making other such changes as he
may deem necessary or appropriate, so long as the 1991 maximum pay step does not
change and the total cost of employee compensation does not exceed the amount
budgeted therefor in the 1991 budget.
Introduced, considered favorably on first reading, and ordered published
this 20th day of November, A.D. 1990, and to be presented for final passage on
the 4th day of December, A.D. 1990.
