OF THE COUNCIL OF THE CITY OF FORT COLLINS
BEING AN ORDINANCE AMENDING CERTAIN SECTIONS
OF THE CODE OF THE CITY OF FORT COLLINS PERTAINING
TO EXECUTION OF CITY DOCUMENTS
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS:
Section 1 . That the following section be added to Chapter 2 of the
Code of the City of Fort Collins and numbered sequentially:
§2-_. Contracts for employee services; miscellaneous contracts.
All contracts for employee services and all other contracts
authorized by the Code or Charter, the execution of which is not
specifically assigned to the City Purchasing Agent or the City
Council , shall be executed by the City Manager.
Section 2. That Section 2-56 of the Code of the City of Fort Collins
is hereby amended to read as follows:
§2-56. Contracts for supplies , city improvements and
professional services.
The City Purchasing Agent shall have the power and it shall
be his or her duty to purchase or contract for all supplies,
materials, equipment, and contractual services needed by any
department or other agency of the city, in accordance with
purchasing procedures as prescribed by this article, the Charter
and such rules and regulations as may be promulgated or approved
by the City Manager. Agreements for city improvements, the cost
of which exceeds the sum of ten thousand dollars ($10,000.) ,
shall be executed by written contract and shall be submitted to
competitive bidding and awarded to the lowest responsible bidder,
who shall be required to provide a performance bond or other
equivalent security. Except as may be otherwise provided by law,
it shall be unlawful for any city officer or officers to order
the purchase of any supplies or make any contract within the
purview of this article other than through the Division of
Purchasing, and any purchase order or contract made contrary to
the provisions hereof shall not be approved by the city
officials, and the city shall not be bound thereby.
Introduced, considered favorably on first reading and ordered
published this 7th day of July, A.D. 1987, and to be presented for final
passage on the 21st day of July, A.D. 1987.
