OF THE COUNCIL OF THE CITY OF FORT COLLINS
AMENDING ORDINANCE NO. 158, 1986 TO DELETE
SECTIONS PERTAINING TO THE CABLE ADVISORY BOARD
AND THE PUBLIC ACCESS ADVISORY BOARD,
AND CREATING A CABLE TV BOARD
WHEREAS, the City Council created the Cable Advisory Board for the
purpose of providing citizen input to Columbine CableVision and to make
recommendations to the City pertaining to City Cable 27; and
WHEREAS, the City Council created the Public Access Advisory Board for
the purpose of promoting public access programming in Fort Collins; and
WHEREAS, the Cable Advisory Board and Public Access Advisory Board
have been meeting jointly since December, 1986; and
WHEREAS, at their April 23 meeting members voted to merge the two
Boards into a single Cable TV Board to make recommendations to City Council
on all issues related to cable television.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That Ordinance No. 158, 1986 is amended to delete all
sections pertaining to the Cable Advisory Board.
Section 2. That Ordinance No. 158, 1986 is amended to delete all
sections pertaining to the Public Access Advisory Board.
Section 3. That the following sections creating the Cable TV Board be
added to Chapter 2 of the Code of the City of Fort Collins and numbered
sequentially:
Cable TV Board
§2 . Creation.
There shall be and is hereby created a Cable TV Board, hereafter
called the "Board".
§2-_. Membership; term.
The Board shall consist of nine (9) regular members and one (1)
alternate member appointed by the City Council . The composition of
the board shall be reduced to seven (7) regular members on July 1 ,
1988. Appointments shall specify the term of office of each
individual in order to achieve overlapping tenure. Each member shall
serve a term of four (4) years without compensation. The alternate
member shall serve a term of two (2) years without compensation. All
members shall be subject to removal by the City Council . If a vacancy
occurs on the board, it shall be filled by the City Council for the
remaining unexpired portion of the term. A representative of
Columbine CableVision shall serve as an ex officio member of the
board.
§2 Function.
The board shall advise the City Council on all cable television
related issues, including, but not limited to Columbine CableVision's
performance, City Cable 27, and public access.
§2-_. Officers; bylaws.
The board shall elect annually from its membership a chairperson
and such other officers as may be required. Bylaws may be adopted by
the board, which bylaws shall not be inconsistent with the Charter and
the Code. A copy of the bylaws shall be filed with the City Clerk for
the use of the City Council immediately after adoption by the board,
and the same may be subject to the approval of the City Council .
§2-_ Minutes; annual report.
It is required that minutes be kept for each board meeting and
that such minutes be filed with the City Clerk prior to the next
regular meeting of the board. On or before January 31 of each year,
the board shall file a report with the City Clerk setting forth the
activities of the board for the previous year.
Introduced, considered favorably on first reading, and ordered
published this 5th day of May, A.D. 1987, and to be presented for final
passage on the 19th day of May, A.D. 1987.
