OF THE COUNCIL OF THE CITY OF FORT COLLINS
AMENDING CHAPTER 47 OF THE CODE OF THE CITY OF FORT COLLINS
RELATING TO THE REGULATION AND CONTROL OF THE
DESIGN, CONSTRUCTION, INSTALLATION, QUALITY OF
MATERIALS, AND LOCATION OF ELECTRICAL EQUIPMENT AND
WIRING METHODS IN THE CITY OF FORT COLLINS, ADOPTING BY
REFERENCE HERETO THE NATIONAL ELECTRICAL CODE, 1987
EDITION OF THE NATIONAL FIRE PROTECTION ASSOCIATION,
AND THE UNIFORM ADMINISTRATIVE CODE PROVISIONS FOR THE
NATIONAL ELECTRICAL CODE, 1987 EDITION OF THE
INTERNATIONAL CONFERENCE OF BUILDING OFFICIALS,
SETTING FORTH CERTAIN AMENDMENTS TO SAID CODE,
PROVIDING FOR THE QUALIFICATION AND REGISTRATION OF
OF PERSONS ENGAGED IN THE BUSINESS OF ELECTRICAL
CONTRACTING, REQUIRING PERMITS AND INSPECTIONS FOR THE
INSTALLATION OR ALTERATION OF ELECTRICAL SYSTEMS, AND
REPEALING ALL ORDINANCES IN CONFLICT OF INCONSISTENT HEREWITH
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that Chapter
47 of the Code of the City of Fort Collins be amended as follows:
Section 1 . That Section 47-1 of the Code of the City of Fort Collins
be repealed and reenacted to read as follows:
Section 47-1. Adoption of standards.
Pursuant to the power and authority conferred on the City Council of
the City of Fort Collins by Title 31, Article 16, Section 202,
Colorado Revised Statutes, 1973, as amended, and Article II, Section 7
of the Charter of the City of Fort Collins, Colorado, there is hereby
adopted for the protection of the public health and safety, and for
the purpose of regulating the installation, alteration, repair of
electrical systems and wiring methods in the City of Fort Collins, the
Electrical Code of the City of Fort Collins, by reference thereto, the
National Electrical Code, 1987 Edition, published by the National Fire
Protection Association, and the Uniform Administrative Code Provisions
for the National Electrical Code, 1987 Edition, published by the
International Conference of Building Officials, 5360 South Workman
Mill Road, Whittier, CA 9060, all to have the same force and effect as
if though set forth herein in every particular.
Section 2. That Section 47-2 of the Code of the City of Fort Collins
be repealed and reenacted to set out the following amendments to the
Uniform Administrative Code Provisions for the National Electric Code:
Section 47-2. Amendments to the code adopted.
The Uniform Administrative Code Provisions for the National
Electrical Code, 1987 Edition, is hereby amended and changed in the
following respects:
A. Section 203 is amended to read as follows:
Board of Appeals
Sec. 203. In order to determine the suitability of alternate
materials and methods of installation and to provide for
reasonable interpretations of this code, and appeal any
decisions of the Building Official pertaining to the Electrical
Code adopted herein, the Building Board of Appeals as set forth
in Section 203 of the Building Code of the City of Fort Collins
shall make such determinations as provided therein. Upon
request of the appellant and under its own authority the Board
shall augment its membership with two (2) licensed and duly
registered master electricians.
B. Section 304. (a) is amended to read as follows:
Sec. 304. .(a) Permit Fees. The fee for each permit shall be
based on the value of work regulated herein as set forth in
"Table No. 3-A", Building Permit Fees", of the Building Code
of the City of Fort Collins, except that the minimum fee for
any permit regulated herein shall be fifteen dollars ($15) .
Section 3. That Section 47-10 of the Code of the City of Fort Collins
be repealed and reenacted as follows:
Section 47-10. Electrical contractors.
A. For the purposes of this section, "electrical contractor" means
any person firm, partnership, corporation, association or
combination thereof who undertakes or offers to undertake for
another the planning, laying out, supervising and installing or
the making of additions, alterations, and repairs and the
installation of wiring apparatus and equipment for electric
light, heat, and power. A registered professional engineer who
plans or designs electrical installations shall not be
considered an "electrical contractor".
B. No person shall engage in the business of contracting for the
installation of electrical work in the City of Fort Collins
without registering as an electrical contractor with the
Building Inspection Department of the City of Fort Collins. In
order to register as required herein, said person must perform
the following:
(a) Be licensed as a master electrician by the State
Electrical Board or have an employee so licensed. The
registration required herein shall be valid only as long
as the registrant is licensed or employs a person so
licensed.
(b) Observe all laws relating to safety of employees and the
public at all times. Every such contractor shall maintain
Workman's Compensation Insurance as required by State law,
and public liability insurance in the minimum amount as
follows: $150,000 per person, $400,000 per accident, and
$400,000 per accident involving public property.
(c) Pay a registration fee of fifty dollars ($50) to the City
of Fort Collins, valid for a period of one year from the
date of payment.
(d) Provide supervision and maintain licenses as required by
the State Electrical Board for all apprentice and
journeyman electricians.
C. The Building Contractors Licensing Board, as established in
Chapter 73 of this Code, shall conduct any hearings relating to
suspension or revocation of any electrical contractor
registration for just cause under the procedures as set forth
therein. The Board may, on its own motion or shall at the
request of the appellant, augment its membership by two (2)
master electricians to conduct any hearing involving
suspensions or revocation of an electrician's registration.
Section 4. That Section 47-16 be added to Chapter 47 of the Code of
the City of Fort Collins as follows:
Section 47-16. Copies on File.
At least three (3) copies of the National Electrical Code, 1987
Edition, and the Uniform Administrative Code Provisions for the
National Electrical Code, 1987 Edition, shall be on file in the office
of the City Clerk of the City of Fort Collins, Colorado, at least
fifteen (15) days preceding the date set herein and may be inspected
by any interested person during business hours.
Section 5. Severability. The City Council hereby declares that
should any section, paragraph, sentence, word or other portion of this
ordinance be declared invalid for any reason, such invalidity shall not
affect any other portion of this ordinance, and the City Council hereby
declares that it would have passed all other portions of this ordinance,
independent of the elimination herefrom of any such portion which may be
declared invalid.
Introduced, considered favorably on first reading, and ordered

final passage on the 17th day of February, A.D. 87.
