OF THE COUNCIL OF THE CITY OF FORT COLLINS
ADOPTING THE HARMONY CORRIDOR
DESIGN STANDARDS AND GUIDELINES
WITH AMENDMENTS
WHEREAS, the Council of the City of Fort Collins, by Resolution 91-42,
adopted the Harmony Corridor Plan as an element of the Comprehensive Plan of the
City; and
WHEREAS, in pursuance of the policies as established in said Harmony
Corridor Plan, certain design standards and guidelines have been prepared; and
WHEREAS, the Council has determined that the proposed Harmony Corridor
Design Standards and Guidelines would be a valuable tool in promoting the
objectives of the Harmony Corridor Plan; and
WHEREAS, by Resolution PZ 91-5, the Planning and Zoning Board recommended
that the Council adopt the Harmony Corridor Design Standards and Guidelines; and
WHEREAS, Section 29-526(E) (4) and Section 29-358 of the Code of the City
contain provisions which authorize the establishment and enforcement of design
standards and guidelines to aid in the evaluation of planning items submitted
for approval under the Land Development Guidance System or the EP, Employment
Park Zoning District; and
WHEREAS, the Council has determined that the proposed Harmony Corridor
Design Standards and Guidelines should be amended to change the emphasis on the
planting of oak trees from a mandatory requirement to an optional enhancement;
and
WHEREAS, the Council has determined that it is in the best interest of the
citizens of the City that the Harmony Corridor Design Standards and Guidelines,
as hereafter amended, be adopted for implementation and enforcement.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS
as follows:
Section 1 . That the Harmony Corridor Design Standards and Guidelines, as
hereafter amended, be adopted as a tool for furthering the goals of the Harmony
Corridor Plan by implementation and enforcement pursuant to the provisions of
the Land Development Guidance System and the EP, Employment Park Zoning District.
Section 2. (a) That the Standard under "Plant Palettes" shall be changed
to a Guideline and shall read as follows:
The landscape of the setback zone should be composed of two plant
palettes; an oak palette, consisting of trees exclusively from the
oak family, and a mixed palette, which is made up of trees and
shrubs from a wider variety of plant families. At least 35% of the
trees in the setback zone should be chosen from the oak palette.
The remaining 65% may be entirely from the mixed palette, or partially
from the oak palette, at the applicant's discretion. (o)
(b) That the second and third Standards under "Trees/Shrubs" shall be
changed to Guidelines and, respectively, shall read as follows:
Oak trees should be planted in groves with a minimum of 10-20 trees
per grouping. Deciduous shade trees from the mixed palette may be
included in the groves, provided that 35% of the trees in the
setback zone should come from the oak palette. This guideline does
not apply to properties west of Boardwalk Drive and east of the
Fossil Creek Inlet Ditch. (o)
The visibility of oak trees from the street should take priority
over the visibility of other plant material species. (o)
Introduced, considered favorably on first reading, and ordered published
this 5th day of March A.D. 1991, and to be presented for final passage on the
19th day of March A.D. 1991 .
