OF THE COUNCIL OF THE CITY OF FORT COLLINS
SUBMITTING A PROPOSED CHARTER AMENDMENT
TO A VOTE OF THE REGISTERED ELECTORS
OF THE CITY OF FORT COLLINS
CONCERNING ELIGIBILITY FOR COUNCIL
WHEREAS, Article IV, Section 8 of the Charter of the City of Fort
Collins provides that the Charter may be amended as provided by the laws of
the State of Colorado; and
WHEREAS, Section 31-2-210, C.R.S. , provides that Charter amendments
may be initiated by the adoption of an ordinance by the Council submitting
a proposed amendment to a vote of the qualified electors of the City of
Fort Collins; and
WHEREAS, the Council desires to submit certain proposed Charter
amendments to the registered voters of the City at the next regular City
election to be held on March 3, 1987.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS:
Section 1 . The following proposed Charter amendment shall be
submitted to the registered voters of the City at the next regular City
election to be held on March 3, 1987:
PROPOSED CHARTER AMENDMENT NO 4
Part A. The first paragraph of Section 2 of Article II of the Charter
of the City is hereby amended as follows:
No person shall be eligible to o€fiee-as-6ouneilman SERVE AS A
MEMBER OF COUNCIL unless at the time of THE h4s election OR
APPOINTMENT HE OR SHE IS be a citizen of the United States, at
least twenty-five TWENTY-ONE years of age, A REGISTERED ELECTOR,
and, shall-have-been HAS BEEN for one year immediately preceding
such election OR APPOINTMENT, an-elector A RESIDENT of the City.
A CANDIDATE FOR DISTRICT OFFICE SHALL ALSO HAVE BEEN FOR FIFTY
DAYS IMMEDIATELY PRECEDING SUCH ELECTION OR APPOINTMENT, A
RESIDENT OF THE DISTRICT FOR WHICH HE OR SHE IS SEEKING OFFICE.
Part B. Capital letters indicate new or substituted language; dashes
through words indicate deletions from existing provisions and such material
is not a part of the final charter language.
Section 2. The following ballot language is hereby adopted for
submitting Proposed Charter Amendment No. 4 to the voters at said election:
PROPOSED CHARTER AMENDMENT NO. 4
Amendment to Section 2 of Article II of the Charter of the City
of Fort Collins decreasing the age at which a person is eligible
to serve as a member of the City Council , from twenty-five years
to twenty-one years of age, and requiring that a district
candidate be a resident of the district for 50 days immediately
preceding the election.

Introduced, considered favorably on first reading, and ordered
published this 4th day of December, A.D. 1986, and to be presented for
final passage on the 16th day of December, A.D. 1986.
