HomeMy WebLinkAbout2025-091-11/03/2025-APPROVING AN EXCEPTION TO THE COMPETITIVE PROCESS FOR THE PURCHASE OF AN ENHANCED E-TICKET AND ECRASRESOLUTION 2025-091 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROVING AN EXCEPTION TO THE COMPETITIVE PROCESS FOR THE PURCHASE OFAN ENHANCED E-TICKET AND E­ CRASH SYSTEM FROM TYLER TECHNOLOGIES A Section 8-161 (d)(1 )(c) of tlie City Code authorizes the Purchasing Agent to negotiate for services without using a competitive process where the Purchasing Agent determines a particular service is required to maintain interchangeability or compatibility as part ofan existing integrated·system. B.Fort Collins Police Services ("FCPS") has piloted several of the options offered by Tyler Technologies' Software as a Service solution for the E-ticket and E-crash system since mid-year 2022. FCPS initially awarded the solution being piloted to Tyler Technologies as part of the competitive process. Fifty test E-ticket units are currently operational under the pilot project. C.The City requires the services of Tyler Technologies to continue to provide the enhanced E-Ticket and E-Crash system to FCPS. The proposed additional services will be added to the existing contract to expand on the existing system provided by Tyler Technologies, using compatible technology. The Purchasing Agent has determined that Tyler Technologies' Software will maintain interchangeability or compatibility as part of the �xisting integrated system currently being piloted. · D.The total cost to procure these services is expected to be $217,350. The cost will cover expanding the current pilot E-ticket and E-crash, system to additional officers at FCPS. The Colorado Department of Transportation awarded FCPS a reimbursable grant for $171,613 to help cover the total cost. The remaining $45,737 will come from a City match from the Police Admin General Funds. E.The Purchasing Agent and other City staff recommend the adoption of this Resolution in light of the need to maintain compatibility with and as part of the existing system. F.The Purchasing Agent has submitted the requisite justification to the City Manager for approval and the City Manager has reviewed and approved thisjustification. G.Section 8-161 (d)(3) ofthe City Code requires prior approval of this purchase as it exceeds $200,000. In light of the. foregoing recitals, Which the Council hereby makes and adopts as determinations and findings, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the City Council hereby authorizes the Purchasing Agent to purchase an Enhanced E-Ticket and E-Crash System from Tyler Technologies and further approves this-action as an exception to the City's competitive purchasing process requirements, for the reasons set forth herein. -1- Passed and adopted on November 3, 2025.
