HomeMy WebLinkAbout178 - 12/17/2024 - MAKING A SUPPLEMENTAL APPROPRIATION OF FUNDS RECEIVED FROM THE EDWARD BYRNE MEMORIAL JUSTICE ASSISTAORDINANCE NO. 178, 2024 OF THE COUNCIL OF THE CITY OF FORT COLLINS MAKING A SUPPLEMENTAL APPROPRIATION OF FUNDS RECEIVED FROM THE EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT PROGRAM FOR FORT COLLINS POLICE SERVICES A.The Northern Colorado Drug Task Force (the "Drug Task Force") is managed by the Larimer County Sheriff Department, with both Fort Collins Police Services and Loveland Police being members. These member agencies support a broad range of activities to prevent and control drug-related crimes. B.Larimer County applied for and was awarded $53,616 thrcugh the Edward Byrne Memorial Justice Assistance Grant ("JAG") program in support of operating the Drug Task Force. C.The City of Fort Collins, City of Loveland, and Larimer County have entered into an intergovernmental agreement demonstrating the allocation of the $53,616 awarded under JAG in support of the Drug Task Force. Fort Collins Police Services received $16,313 to support personnel costs and other operating costs directly attributed to the Drug Task Force. D.The $16,313 in JAG grant funds supports Fort Collins Police Services covering some of the operational costs incurred as a member of the Drug Task Force. E.This appropriation benefits the public health, safety, and welfare of the residents of Fort Collins and serves the public purpose of keeping Northern Colorado communities safer through work to prevent and control drug-related crimes. F.Article V, Section 9 of the City Charter permits the City Council, upon recommendation of the City Manager, to make a supplemental appropriation by ordinance at any time during the fiscal year, provided that the total amount of such supplemental appropriation, in combination with all previous appropriations for that fiscal year, do not exceed the current estimate of actual and anticipated revenues and all other funds to be received during the fiscal year. G.The City Manager has recommended the appropriation described herein and determined that this appropriation is available and previously unappropriated from the General Fund and will not cause the total amount appropriated in the General Fund to exceed the current estimate of actual and anticipated revenues and all other funds to be received in this Fund during this fiscal year. H.Article V, Section 11 of the City Charter authorizes the City Council to designate in the ordinance when appropriating funds for a federal, state or private grant or donation, that such appropriation shall not lapse at the end of the fiscal year in which -1-
