RESOLUTION 2024-016
OF THE COUNCIL OF THE CITY OF FORT COLLINS
ADOPTING A 2024-2026 COUNCIL PRIORITY TO IMPROVE ANIMAL
WELFARE THROUGH PUBLIC EDUCATION AND POLICY
A. Pursuant to the Charter of the City of Fort Collins, all powers of the City
and the determination of all matters of policy are vested in the City Council except as
otherwise provided by the Charter.
B. After each regular Fort Collins municipal election, the newly constituted City
Council evaluates its policies and priorities for the coming two-year Council term.
C. On January 27, 2024, the Council conducted a retreat for the purpose of
identifying issues of concern and focus for each Councilmember as a basis for identifying
themes and discussing priorities to be considered for Council adoption.
D. At the retreat, working with a facilitating consultant, staff grouped the ideas
and issues that emerged from the discussion into twelve conceptual priorities, noting
Councilmembers’ inputs as to what success for each would mean.
E. At the Council’s February 13, 2024, Work Session, staff summarized and
presented for further discussion the ideas and concepts that emerged from the Council’s
discussion at the retreat, together with suggested problem statements and definitions,
potential short-term goals, resource requirements and community engagement related to
each.
F. In this Work Session discussion, Councilmembers offered suggestions for
refining, clarifying and reframing the priorities, to be presented for Council consideration
on this date.
G. Based on these discussions, Council wishes to include among the adopted
priorities Improve Animal Welfare Through Public Education and Policy.
In light of the foregoing recitals, which the Council hereby makes and adopts as
determinations and findings, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
FORT COLLINS as follows:
Section 1. The City Council adopts as a policy priority for the 2024-2026 Council
term the following:
Improve Animal Welfare Through Public Education and Policy:
Fort Collins is a place that loves its animals, both wild and domesticated, and its
policies should reflect that.
Section 2. The City Manager is hereby directed to present to Council in the
coming months a proposed approach for accomplishing or advancing this priority,

including a schedule of proposed action items during the 2024-2026 Council term and
beyond, as appropriate.
Passed and adopted on February 27, 2024.
