OF THE COUNCIL OF THE CITY OF FORT COLLINS
MAKING SUPPLEMENTAL APPROPRIATIONS OF GRANT FUNDS FROM THE
STATE OF COLORADO CHILD CARE OPERATIONS STABILIZATION AND
WORKFORCE SUSTAINABILITY GRANT PROGRAM
WHEREAS, the City's Recreation Department applied for and was awarded two Child
Care Operations Stabilization and Workforce Sustainability Grants through the Colorado
Department of Human Services, Office of Early Childhood (the "Grant Program"); and
WHEREAS, the Grant Program provides funding for existing and new operating expenses,
including facility and staffing costs, and for financial assistance to families using childcare services
such as reduced tuition or waiver of fees; and
WHEREAS, the grants awarded to the City total $172,584: $30,393 for the Funtime
program and $142,191 for the Camp FunQuest program, to be paid in monthly installments over
nine months; and
WHEREAS, $138,581 of the funding is from Operations Stabilization Grant funds, which
may be used for existing and new operating expenses, and the remaining $34,003 is from
Workforce Sustainability Grant funds, which must be used for expenses related to recruiting and/or
retaining existing employees; and
WHEREAS, the City intends to use the grant funds to support Recreation childcare
programming, tuition assistance, workforce retention, and facility enhancements; and
WHEREAS, the Grant Program does not require the City to provide matching funds or to
execute a grant agreement, although City staff are expected to meet monthly reporting
requirements on the use of the funds in order to receive the next monthly payment; and
WHEREAS, this appropriation benefits the public health, safety and welfare of the
residents of Fort Collins and serves the public purpose of supporting childcare programming by
the City; and
WHEREAS, Article V, Section 9 of the City Charter permits the City Council, upon
recommendation of the City Manager, to make a supplemental appropriation by ordinance at any
time during the fiscal year, provided that the total amount of such supplemental appropriation, in
combination with all previous appropriations for that fiscal year, do not exceed the current estimate
of actual and anticipated revenues and all other funds to be received during the fiscal year; and
WHEREAS, the Interim City Manager has recommended the appropriation described
herein and determined that this appropriation is available and previously unappropriated from the
Recreation Fund and will not cause the total amount appropriated in the Recreation Fund to exceed
the current estimate of actual and anticipated revenues and all other funds to be received in this
Fund during this fiscal year.

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the City Council hereby makes and adopts the determinations and
findings contained in the recitals set forth above.
Section 2. That there is hereby appropriated from new revenue or other funds in the
Recreation Fund the sum of ONE HUNDRED SEVENTY-TWO THOUSAND FIVE HUNDRED
EIGHT -FOUR DOLLARS ($172,584) to be expended for childcare programming, tuition
assistance, workforce retention, and facility enhancements.
Introduced, considered favorably on first reading, and ordered published this 1st day of
