OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED GRANT REVENUE AND
AUTHORIZING TRANSFERS IN THE TRANSPORTATION SERVICES
FUND FOR THE ELECTRIC MICRO -MOBILITY PASS AND
EDUCATION SERIES PILOT PROGRAM
WHEREAS, FC Moves is a department within the City's Planning, Development, and
Transportation division that exists to advance mobility solutions to increase walking, bicycling,
transit use, shared modes, and environmentally sustainable modes; and
WHEREAS, advancing clean and affordable transportation options like e-scooters and e-
bikes (branded as SPIN in the City of Fort Collins) is an important element in achieving FC Moves'
mission; and
WHEREAS, the City of Fort Collins applied for and was awarded $81,000 from the
Colorado Department of Transportation ("CDOT") Transportation Demand Management
("TDM") Seed Funding Grant for the FC Moves Electric Micro -Mobility Pass and Education
Series Pilot Program (the "Program"); and
WHEREAS, the CDOT grant requires a local match of $20,250, of which $10,000 will be
paid from the SPIN E-Bike Share Program in the Transportation Services Fund Reserves, and
$10,250 will be paid from the FC Moves Travel Demand Management Program in the
Transportation Services Fund; and
WHEREAS, the CDOT grant funds will enable the Program to subsidize micro -mobility
and educational programming for up to 150 participants (75 low-income residents and 75 City of
Fort Collins employees) to provide free access to SPIN a -bikes and e-scooters for a one-year
period; and
WHEREAS, Program funding also will be used to develop and provide supportive and
educational programing to the participants; and
)XIIEREAS, subsidizing sustainable transportation options and providing hands-on
education are proven TDM-supportive strategies in encouraging people to try and utilize other
modes of transportation besides driving alone; and
WHEREAS, this appropriation benefits the public health, safety, and welfare of the
residents of Fort Collins and serves the public purpose of promoting environmentally sustainable
mobility solutions, and
WHEREAS, Article V, Section 9 of the City Charter permits the City Council, upon
recommendation of the City Manager, to make supplemental appropriations by ordinance at any
time during the fiscal year, provided that the total amount of such supplemental appropriations, in
combination with all previous appropriations for that fiscal year, does not exceed the current
estimate of actual and anticipated revenues and all other funds to be received during the fiscal year;
and

WHEREAS, the City Manager has recommended the appropriation described herein and
determined that this appropriation is available and previously unappropriated from the
Transportation Services Fund and will not cause the total amount appropriated in the
Transportation Services Fund to exceed the current estimate of actual and anticipated revenues and
all other funds to be received in that fund during this fiscal year; and
WHEREAS, Article V, Section 10 of the City Charter authorizes the City Council, upon
recommendation by the City Manager, to transfer by ordinance any unexpended and
unencumbered appropriated amount or portion thereof from one fund or capital project to another
fund or capital project, provided that the purpose for which the transferred funds are to be expended
remains unchanged, the purpose for which the funds were initially appropriated no longer exists,
or the proposed transfer is from a fund or capital project in which the amount appropriated exceeds
the amount needed to accomplish the purpose specified in the appropriation ordinance; and
WHEREAS, the City Manager has recommended the transfer of $10,000 from the SPIN
E-Bike Share Program in the Transportation Services Fund Reserves to the Electric Micro -
Mobility Pass and Education Series Pilot Program in the Transportation Services Fund and
determined that the purpose for which the transferred funds are to be expended remains unchanged;
and
WHEREAS, the City Manager has recommended the transfer of $10,250 from the FC
Moves Travel Demand Management Program in the Transportation Services Fund to the Electric
Micro- Mobility Pass and Education Series Pilot Program in the Transportation Services Fund and
determined that the purpose for which the transferred funds are to be expended remains unchanged.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the City Council hereby makes and adopts the determinations and
findings contained in the recitals set forth above.
Section 2. That there is hereby appropriated from unanticipated grant revenue in the
Transportation Services Fund the sum of EIGHTY-ONE THOUSAND DOLLARS ($81,000) for
expenditure in the Transportation Services Fund for the Electric Micro -Mobility Pass and
Education Series Pilot Program.
Section 3. That there is hereby appropriated from prior year reserves in the SPIN E-
Bike Share Program in the Transportation Services Fund Reserves the sum of TEN THOUSAND
DOLLARS ($10,000) to be expended in the Transportation Services Fund for the Electric Micro -
Mobility Pass and Education Series Pilot Program.
Section 4. That the unexpended and unencumbered appropriated amount of TEN
THOUSAND TWO HUNDRED FIFTY DOLLARS ($10,250) is authorized for transfer from the
FC Moves TDM Program in the Transportation Services Fund for the Electric Micro -Mobility
Pass and Education Series Pilot Program.
