OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED PHILANTHROPIC REVENUE RECEIVED BY
CITY GIVE FROM WATERPIK, INC., FOR TRANSFER TO SOCIAL SUSTAINABILITY IN
THE GENERAL FUND FOR THE EQUITY INDICATORS PROJECT
WHEREAS, the City is preparing to launch the Equity Indicators project, through a
contract with the CUNY Institute for State and Local Governance, to collect and analyze data to
measure and understand inequities in Fort Collins (the"Project"); and
WHEREAS, the total Project budget is now $95,000; and
WHEREAS, on September 15, 2020, the City Council adopted Ordinance No. 107, 2020,
appropriating a grant of$20,000 from the Bohemian Foundation to help support the Project; and
WHEREAS, this Ordinance would appropriate an additional $10,000 received by the City
as a charitable gift from WaterPik, Inc., to further support the Project; and
WHEREAS, the remaining $85,000 of the Project budget is already appropriated and
available for expenditure in the General Fund; and
WHEREAS, this appropriation benefits public health, safety and welfare of the citizens of
Fort Collins and serves the public purpose of helping the City analyze disparities in outcomes
among City residents, particularly equality gaps connected to racial justice; and
WHEREAS, Article V, Section 9, of the City Charter permits the City Council to make
supplemental appropriations by ordinance at any time during the fiscal year, provided that the total
amount of such supplemental appropriations, in combination with all previous appropriations for
that fiscal year, does not exceed the current estimate of actual and anticipated revenues to be
received during the fiscal year; and
WHEREAS, the City Manager has recommended the appropriation described herein and
determined that these appropriations are available and previously unappropriated from the General
Fund and will not cause the total amount appropriated in the General Fund to exceed the current
estimate of actual and anticipated revenues to be received in these funds during the fiscal year; and
WHEREAS, Article V, Section 10, of the City Charter authorizes the City Council to
transfer by ordinance any unexpended and unencumbered appropriated amount or portion thereof
from one fund or capital project account to another fund or capital project account, provided that
the purpose for which the transferred funds are to be expended remains unchanged; and
WHEREAS, the City Manager has recommended the transfer described herein and
determined that the purpose for which the transferred funds are to be expended remains unchanged.
NOW,THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:

Section 1. That the City Council hereby makes and adopts the determinations and
findings contained in the recitals set forth above.
Section 2. That there is hereby appropriated from unanticipated philanthropic revenue
in the General Fund the sum of TEN THOUSAND DOLLARS ($10,000)for transfer to the Social
Sustainability Department in the General Fund and appropriated therein for the Equity Indicators
Project.
