PERMITS:
A. NEW CONSTRUCTION
Single Family Detached: 42 permits issued with an associated construction valuation of $ 7,869,564.
Single Family Attached: (attached units with individual owners/individually platted lots): No permits issued.
Multi Family: 1 permits with an associated construction valuation of $ 1,650,000.
Mobile Home Setups – New/Existing: No permits issued.
Residential Miscellaneous Buildings (garages, sheds, etc.): 7 permits issued with an associated
construction valuation of $ 71,012.
Commercial: 2 permits with an associated construction valuation of $ 2,686,924.

Commercial Miscellaneous: No permits issued.
B. ALTERATIONS/ADDITIONS:
Residential: 48 permits issued with an associated construction valuation of $ 935,310.
Commercial: 23 permits issued with an associated construction valuation of $ 6,526,005.
C. CHANGE OF USE: No permits issued.
D. DEMOLITION:
12 permits issued with an associated construction valuation of $ 307,070. No dwelling units were destroyed.
YTD 2 dwelling units have been destroyed. All other permits were for interior demo work or destruction of
miscellaneous buildings and structures.
E. SIGNS:
12 permits issued with an associated construction valuation of $ 45,971.
F. UNRECORDED DWELLING UNITS:
No permits issued. YTD 7 permits have been issued and 9 dwelling units created.
G. MISCELLANEOUS (mechanical, plumbing, electrical, roofing, etc.):
350 permits issued with an associated construction valuation of $ 1,906,046.

H. TOTALS:
Dwelling Units: 80 units created for the month of September. This is ↓ 1% from last year (YTD).
Permits Issued: 498 permits for the month of September. This is ↓ 29% from last year (YTD).**
Construction Valuation: $ 21,997,902 for the month of September. This is ↑ 24% from last year (YTD).
Fees Collected: $ 189,626 for the month of September. This is ↑ 41% from last year (YTD).
**Building permits were abnormally high in 2011 due to two hail storms that created an inordinate amount of
roofing permits. When the numbers of permits issued are compared after normalizing the data to remove the
excess roofing permits, the data shows a 22% increase in building permits over 2011.
BUILDING INSPECTIONS:
341 commercial inspections and 2,105 residential inspections were performed in September. This is ↑ 8% from last
year (YTD).
BUILDING NON-PERMIT INSPECTIONS:
No non-permit inspections (including general, fire, investigation, stop work, liquor, archives, and follow-up) took place
in September. YTD there have been 83 non-permit inspections.
BUILDING PLAN REVIEW:
69 commercial plans and 86 residential plans were reviewed in September. This is ↑ 8% from last year (YTD).
CIVIL CITATIONS:
2 civil citations were issued for nuisance code violations in September. This is ↑ 4% from last year (YTD).
CODE ABATEMENTS:
1 nuisance abatement was performed in September. (This number does not accurately reflect the actual number of
monthly abatements performed due to a lag between the invoice issue date and the end of month reporting date.)
Abatements are ↓ 30% from last year (YTD).
CODE COMPLIANCE NUISANCE CASES:
514 nuisance code cases were generated in September. This is ↑ 1% from last year (YTD). Note: There are typically
2 inspections performed for each case generated. Some cases require more depending on case severity and/or
special circumstances.
COMMUNITY LIAISON (CSU) PROGRAM:
Summary: Party Registration has been the main focus in September. In October a document will be created outlining
the program’s history and the changes that have been made to-date.

DANGEROUS BUILDINGS:
No new dangerous/vacant building cases were initiated, 15 inspections were performed, 0 notice/orders to repair were
sent, 0 citations were issued, and 0 cases were closed during the month of September. YTD, 9 dangerous/vacant
building cases were initiated, 141 site inspections were performed, 0 notice/orders to repair were sent, 0 citations were
issued, and 6 cases were closed.
LICENSING:
A. Contractor Licensing:
13 new contractor licenses were reviewed and approved in addition to the processing of numerous renewals in
September. $ 7,185 was collected for all September contractor licensing activities. YTD $120,910 has been
collected.
B. Home Occupation Licensing:
16 home occupation licenses were issued in September. YTD 260 home occupation licenses have been
issued.
NEIGHBORHOOD SERVICES GENERAL HIGHLIGHTS:
• Continue work on Student Housing Action Plan (SHAP) – Board & Commissions (Affordable Housing Board,
Planning & Zoning, Landmark Preservation Commission, Building Review Board)

NEIGHBORHOOD SERVICES MEDIATION:
• Conducted a Bridges Out of Poverty presentation for the Executive Lead Team, Leadership Link, Finance
Department, and CPIO Department
• Facilitated a construction partnering meeting for the Shields Bridge Replacement Project
• Recorded a Studio 14 program on the topic of barking dogs. Those involved included Bill Porter from Animal
Control, an animal behaviorist, and Ted Holman and myself from the Mediation Program
• Held a volunteer mediator monthly meeting
• Coordinated and assisted with four trainings on Neighborhood Services for Fort Collins Police Services
• Provided a training on facilitation of development review neighborhood meetings for the Planners during their
retreat
• Attended meeting of local Bridges Out of Poverty trainers
• Facilitated the Development Review Neighborhood Meeting for the mall development
• Conducted a conflict resolution training for new Bike Ambassador Program volunteers
• Conducted a construction partnering meeting for the South Transit Center
• Attended a City Council Work Session in regards to our office’s BFO offers
• Collaborated with and supervised Municipal Court Mediation Program coordinator
• Responded to 72 new and 11 on-going mediation/conflict resolution cases
o Made approximately 135 contacts with parties to these cases
• Conducted 1 mediation
• The Mediation Program Coordinator will be going out on maternity leave in October and will return on January 7,
2013.
OVER-OCCUPANCY:
58 new occupancy cases were initiated, 7 violations confirmed, 0 citations issued, 2 site inspections performed and 6
cases closed during the month of September. YTD, 131 new occupancy cases were initiated, 43 violations confirmed,
13 citations issued, 31 site inspections performed and 70 cases closed.
PUBLIC NUISANCE NOTICES:
51 public nuisance notices were sent out in September. This is ↑ 33% from last year (YTD).
RENTAL HOUSING:
5 rental housing cases were initiated, 3 inspections performed, no notice to repair issued, no illegal duplex cases
opened, and 4 cases closed during the month of September. YTD 51 rental housing cases were initiated, 41
inspections performed, 4 notices to repair issued, no illegal duplex cases opened and 38 cases closed.
ZONING PLAN REVIEW:
202 plans were reviewed in September to assure zoning compliance. This is ↑ 3% from last year (YTD).
ZONING INSPECTIONS:
211 zoning field inspections were performed in September. This is ↑ 28% from last year (YTD).
ZONING VIOLATION INSPECTIONS:
40 sign violation and 10 zoning violation inspections were performed in September. YTD the numbers are: 374 sign
and 62 zoning violation inspections.
