Dear Owner,
The Larimer County Assessors lists you as the owner of the referenced property.
This letter is to inform you that we received a complaint regarding common stair access to the referenced
units starting to fail. After an investigation, it was found that the first riser of the common stairs has
exposed metal parts and is extremely damaged. Furthermore, the rise at the first step is at 10 inches from
grade where code would require stair risers not to exceed 7 inches. These items are a violation of the
2021 International Property Maintenance Code (IPMC) and the 2021 International Building Code (IBC) as
adopted by the City of Fort Collins.
2021 IPMC Section:
304.10 Stairways, decks, porches and balconies.
Every exterior stairway, deck, porch and balcony, and all appurtenances attached thereto, shall be
maintained structurally sound, in good repair, with proper anchorage and capable of supporting the
imposed load.

1011.5.2 Riser Height and Tread Depth.
Stair riser heights shall be 7 inches(178 mm) maximum and 4 inches(102 mm) minimum.The riser height
shall be measured vertically between the nosings of adjacent treads or between the stairway landing and
the adjacent tread. Rectangular tread depths shall be 11 inches (279 mm) minimum measured
horizontally between the vertical planes of the foremost projection of adjacent treads and at a right angle
to the tread's nosing. Winder treads shall have a minimum tread depth of 11 inches (279 mm) between
the vertical planes of the foremost projection of adjacent treads at the intersections with the walkline
and a minimum tread depth of 10 inches (254 mm)within the clear width of the stair.
This notice of violation has also been sent to other units affected by this stair issue as well as the
homeowners association representing The Gables at Silverplume Condominiums.
This final notice allows you 30 days to obtain a building permit for the repair of the riser and riser height
issue. Please notify me within 30 days of the date of this letter to verify that a permit has been applied
for.
Failure to comply with this notice of violation is grounds for the City of Fort Collins to issue you a citation
to appear in court and fines up to 3,000.00 dollars per day from the date of the violation.
