This notice is being sent to you as a follow-up to the rental inspection that was performed at 1303 N
COLLEGE AVE. Records indicate you are the owner or property manager of the above-referenced address.
The inspection was requested by your tenant for the purpose of verifying compliance with the Structure and
Premises Condition Code of the City of Fort Collins, (Rental Housing Code, 2021 International Property
Maintenance Code, (IPMC)) as adopted by the City of Fort Collins.
The inspection determined the following list of items that are not in compliance with the Rental Housing
Code and need to be corrected. The list also includes maintenance suggestions and details on which work
will require a building permit.
ELECTRICAL FACILITIES
Does Not Meet All electrical equipment, wiring and appliances must be properly installed and
maintained in a safe and
approved manner.
This must be brought into compliance within 30 days.
A permit is required for this scope of work
The main electrical wiring coming into the building is not properly supported,
protected or installed. There are bare conductors.
Missing breaker filler plates in the electrical panels.
There are three prong outlets that are open ground. Receptacle replacements
must meet NEC 406.4 (D) requirements.
There is an outlet that is hot/neutral reversed in the west most bedroom.
There are also multiple outlets that were not working at time of inspection.
The wiring under the kitchen sink is not properly protected.
Does Not Meet Dwelling units must have a three-wire, 120/240-volt electrical service having a
rating of not less than 60 amperes.
This must be brought into compliance within 30 days.
A permit is required for this scope of work
Unsure if there is a main shut off for the power to the home, unable to find
where the main powerline goes too. There are two meters that appear to be
feeding the single home. There are more than six handles that would need to
be turned off to shut power to the home off. A main shut off will need to be
installed as a service disconnect. for the home.
Does Not Meet Receptacle outlets installed in kitchens, garages, unfinished basements and
exterior locations must be protected by ground fault circuit interrupters
(GFCls).
This must be brought into compliance within 30 days.
A permit is required for this scope of work
The kitchen receptacles are not GFCI protected. Receptacle replacements
must meet NEC 406.4 (D) requirements.
EXTERIOR GENERAL
Does Not Meet Building, sidewalks, outbuildings, and fences generally must be in good repair
and free from hazards like damaged and loose building components.
This must be brought into compliance within 30 days.
There are cracks in the building foundation, these will need to be properly
sealed to prevent pests from entering the home. These cracks should also be
evaluated by a licensed contractor to ensure they do not continue to worsen.
There are many broken pieces of siding around the home. As these appear
the be the pieces of siding containing asbestos, the damaged siding needs to
be properly sealed and/or corrected to ensure they are not breaking and
becoming a larger issue. If siding is replaced proper asbestos mitigation
steps must be taken.
There is soffit damage where the wood has rotted. This needs to be corrected
to prevent further damage to the home.
Gutters downspouts should extend away from the foundation at least 5ft
Recommendation General - Maintenance Recommendations
RECOMMENDATION - The paint is beginning to chip and wear away. It is
recommended to of these areas repainted to ensure it does not become a
violation in the future. The gutters need to be cleaned as well.
FIRE SAFETY REQUIREMENTS
Does Not Meet Carbon monoxide detectors: Any single-family dwelling or dwelling unit in a
multi-family dwelling used for rental purposes and that includes fuel-fired
appliances or an attached garage, on or after July 1, 2009 shall be
required to have carbon monoxide detectors installed. The location shall be or
each level that has a lawful sleeping room and shall be located within 15 feet
of the entrance to each sleeping room.
This must be brought into compliance within 30 days.
Need to have up to date carbon monoxide detector within 15ft of the
bedrooms.
Does Not Meet Smoke alarms (electric or battery operated) must be installed in each of the
following areas:
o On the ceiling or wall outside of each separate sleeping area in the
immediate vicinity of bedrooms
o In each room used for sleeping purposes
o In each story within a dwelling unit, including basements.
This must be brought into compliance within 30 days.
A permit is required for this scope of work
Need to have up-to-date, functioning, interconnected smoke detectors in each
sleeping room and in the
hallway and main floor. (Will need permit if hardwiring smoke detectors).
INTERIOR GENERAL
Does Not Meet All interior spaces must be free from rodents, vermin or insect infestation.
This must be brought into compliance within 30 days.
There is evidence of mice throughout the dwelling. A pest control company
will be required to mitigate the issue. To satisfy this violation a letter from the
pest control company will be needed stating the issue has been resolved.
Does Not Meet Windows and doors must be capable of keeping wind and elements out
This must be brought into compliance within 30 days.
There is light coming through the doors on the exterior. This should be
corrected to prevent the elements from getting inside.
PLUMBING FACILITIES
Does Not Meet All plumbing fixtures must be maintained in a safe, sanitary and functional
condition, free from obstructions, leaks and defects.
This must be brought into compliance within 30 days.
A permit is required for this scope of work
The plumbing under the kitchen sink is not installed correctly. The plumbing is
creating an S-trap which is not allowed. Also there is flexible pipe used which
is not allowed. Plumbing must be smooth.
UNPERMITTED WORK
Does Not Meet Work Without Permit
This must be brought into compliance within 30 days.
A permit is required for this scope of work
The water heater and the furnace was replaced without a permit. A permit
needs to be issued and the proper inspections taken place for the appliances.
The T&P is not properly installed on the water heater.
VENTILATION
Does Not Meet Every bathroom and toilet room must have an openable window to the exterior
or have an exhaust fan, ducted
to the exterior.
This must be brought into compliance within 30 days.
A permit is required for this scope of work
The bathroom exhaust vent is venting into the attic and not to the exterior. Th(
wires are not properly installed to the exhaust system.
You will also receive mailed notice of these violations.
The property owner or responsible party will be required to schedule an inspection when the work is
completed to verify that all work has been performed and is in conformance with the property maintenance
code. This re-inspection can be scheduled by phone at 970-657-9521 or through email at

Pursuant with City Code Chapter 1 section 15 and Chapter 5 article II division 3, Failure to comply with this
notice of violation is grounds for the City of Fort Collins to issue you a citation to appear in court and fines up
to 3,000.00 dollars per day from the date of the violation.
