(Terracon) provided construction materials testing, observation, and inspection services for the Lakeview on the Rise Retaining Wall project starting on November 12, 2019 through March 3, 2020. The purpose of this letter is to state to Signature Construction, LLC and the retaining wall design Engineer of Record that, to the best of our knowledge, the construction on the project referenced above has been completed in substantial conformance with the approved contract documents and with the provisions of the applicable building code. Terracon issued periodic reports throughout the project, which detailed the on -site special inspection and testing. Terracon reported that the work requiring special inspection was, to the best of the inspector's knowledge, in general conformance with the approved plans, specifications, and applicable workmanship provisions of the code. Exceptions and outstanding discrepancies (if any) noted for the project are presented in each of the following items. This Conformance Letter confirms the content and conclusions of the periodic and final reports issued by Terracon. Our scope of services for this project included testing, observations, and inspections of earthwork, foundation excavations, and wall construction for retaining walls 1 through 6. Terracon has issued periodic reports throughout the duration of the construction summarizing the results of our testing and inspection services for this project. We recommend the project Engineer of Record review the observation and test reports for acceptance as meeting the project criteria including the outstanding discrepancies (if any) listed in each of the items listed below. As recommended in the Construction Plans from Anchor Wall Engineering, LLC (dated December 3, 2019), approved imported soils were suitable for placement during construction in select, designated areas as defined in the plans and specifications., Laboratory test results indicated fill materials tested by Terracon were in general , accordance with the recommendations presented in the project specifications. Terracon also observed the construction procedures, performed in-place field density compaction testing during placement of the fill to check percent compaction and water content of prepared backfill areas on a full-time basis. Terracon performed a total of ninety-two (92) in- place field density tests during placement of wall backfill. The test results were within and/or accepted as meeting the specified limits for percent compaction and percent water content. Terracon observed the placement of geosynthetic reinforcement, retaining wall units, gravel fill in the retaining wall cores and 1 foot behind the units, leveling pad materials, and wall components were in general accordance with the retaining wall plans. Our test results represent only the materials at the location and time of testing. Terracon did not direct or control the fill placement and compaction at the site. _ Foundation Excavation Observations Terracon was requested to observe the completed foundation excavation(s) for the retaining walls. As stated in our Excavation Observation reports, we believe the subsurtace conditions were consistent with those described in the Geotechnical Engineering Report performed by Terracon (Project No: 20165101; dated January 12, 2017). Conclusion This report has been prepared for the exclusive use of providing test data and observations to document the retaining wall construction and foundation operations conducted for the proposed project. The opinions and conclusions presented have been derived in accordance with generally accepted materials engineering practice. No other warranty, express or implied, is made. It should be noted that our testing and observation services were performed on an as- requested basis, and only when requested by the above-listed client or their designated representative. We offer no opinion regarding materials not tested or observed by Terracon representatives. This letter is prepared for the exclusive use and reliance of our client.
