Dear Mr. Fraser,
Terracon Consultants, Inc. (Terracon) provided construction materials testing, observation, and
inspection services for the Everbrook Academy – Lot 5 Harmony Commons project starting on
October 4, 2018 through February 14, 2019. The purpose of this letter is to state to Capital
Real Estate, Inc., the Architect of Record, and the structural Engineer of Record that, to the best
of our knowledge, the construction on the project referenced above has been completed in
substantial conformance with the approved contract documents and with the provisions of the
applicable building code. In the capacity of the Owner’s testing and inspection agency,
Terracon issued periodic reports throughout the project, which detailed the on-site special
inspection and testing. Terracon reported that the work requiring special inspection was, to the
best of the inspector’s knowledge, in general conformance with the approved plans,
specifications, and applicable workmanship provisions of the code. Exceptions and outstanding
discrepancies (if any) noted for the project are presented in each of the following items. This
Conformance Letter confirms the content and conclusions of the periodic and final reports
issued by Terracon.
Our scope of services for this project included observation, testing, and inspections of
earthwork, foundations, reinforcing steel, concrete, structural steel welded and bolted
connections, and other miscellaneous construction items. Terracon has issued periodic reports
throughout the duration of the construction summarizing the results of our testing, observation,
and inspection services for this project. We recommend the project structural Engineer of
Record review the observation and test reports for acceptance as meeting the project
criteria including the outstanding discrepancies (if any) listed in each of the items listed
below.

Earthwork
Our services for the project included laboratory testing of the soils for compliance with the
project specifications and Geotechnical Subsurface Engineering Report performed by Soilogic
(Project No. 18-1223; dated August 8, 2018). Laboratory test results indicated fill materials
tested by Terracon were in general accordance with the recommendations presented in the
project specifications and/or Geotechnical Subsurface Engineering Report.
Terracon also observed the construction procedures and performed in-place field density
compaction testing during placement of the fill to check percent compaction - water content.
Terracon performed a total of twenty-four (24) in-place field density tests during site
construction. The test results were within and/or accepted as meeting the specified limits for
percent compaction and percent water content.
Our test results represent only the materials at the location and time of testing. Terracon did not
direct or control the fill placement and compaction at the site. Areas of fill which are not
representative of our testing and observations may exist, particularly in common fill areas such
as slopes or landscaped areas outside of proposed construction.
Reinforcing Steel
As requested, Terracon observed reinforcing steel for structural concrete placements for this
project. A total of five (5) observations for reinforcing steel were made for foundations,
structural slabs, and the monument sign. Our observations indicated the reinforcing steel
observed by Terracon was in general accordance with the provided plans and specifications for
the project.
Concrete
We performed a total of twenty (20) concrete tests during placement of Portland cement concrete
for this project. Concrete testing consisted of testing for fresh concrete physical properties and
casting of concrete cylinder specimens for compressive strength testing. Testing was performed
for concrete placed for footing foundations, foundation walls, drain pan, sidewalks, curb and
gutters, concrete pavement, and floor slabs. The test results indicated the concrete was within
specified limits for physical properties and compressive strength.
Structural Steel Welded/Bolted Connections and Wood Framing
Terracon provided special inspection services for structural steel welded/bolted connections and
wood framing during construction of the building. There were deviations noted during initial
inspections performed for the project and re-inspections were required. We have reviewed the
inspection reports which indicate the items inspected and the deviations requiring re-inspection
were constructed and corrected in general conformance with the project plans and specifications.
