This letter is in regard to the inspection and testing of all private water and sewer
utilities installed on the capstone cottages project.
The Private waterlines were inspected by ELCO water district and were tested by
Connell Resources and ELCO water district per the district specifications. The
inspector for the water system was Jack Warner at ELCO.
The private sewer lines were inspected by City of Fort Collins and were tested by
Connell Resources and City of Fort Collins per COFC standard specifications. The
inspector for COFC was Wayne Lenard.
