Reference: Housing Complaint Inspection
Dear Ms. Vaquera,
Recently, I along with Mr. Felix Lee, Director of the City's Building and Zoning Department,
performed an inspection of your property at 2400 E Vine Drive, Fort Collins, Colorado. The
purpose of this inspection was to determine the existence of housing and Building Code
violations that were alluded to by a complainant who wishes to remain anonymous.
All out buildings were inspected and were found to be used for storage and arts and crafts. No
immediate life, health, and safety violations were noted. No dwelling units, as defined in the
City's Zoning Code, were identified on the property other than the main house. The septic system
is being repaired or connection to the City sewer system is planned for the near future, until
repairs can be made the portable restroom is approved.
No permits have been issued for the camping trailer on the west side of the barn, which is being
used by one individual as a dwelling unit, and is a violation of the Non -Owner Occupied Housing
Standard Section 5-277 as adopted by the City. This trailer shall be removed within 30 days of
receipt of this letter. Please notify me when the trailer has been removed.
As a reminder, it is important to note that building permits are required for things like re -roofing,
electrical, plumbing, or mechanical work, and any building alteration or addition. Please feel free
to call me should you have any question about the need for a building permit.
Other than the camping trailer, no violations to the Building Code, or Housing Code were
identified. At this time I am considering this case closed and have no need for further contact. I
wish to thank you and your family for taking the time to allow- us to investigate this complaint.

Reference: Housing Complaint Inspection
Dear Ms. Vaquera,
On January 5, Building and Zoning Department Director Felix Lee and I performed an
inspection of your property at 2400 E Vine Drive in response to an anonymous complaint. The
purpose of this inspection was to determine if there are any violations of City zoning, housing
and building codes.
We inspected all accessory buildings on your property and noted these structures are used
generally for storage and crafts with no immediate life, health, and safety violations. However,
we also observed several beds in some of the buildings. Buildings with beds in them are not
necessarily considered to be dwelling units, as long as they do not also contain cooking facilities
and used only by family members related by blood or marriage. Please be advised that no
dwelling units on the property other than the principle house are allowed without first obtaining
the required City approvals, building permits and fees.
The camping trailer on the west side of the barn currently used by one individual as a dwelling
unit is a violation of the City's Non -Owner Occupied Housing Ordinance, Section 5-277.
Additionally, the trailer is considered a second dwelling unit on your property and is not
permitted as explained above. It must be removed within 30 days of receipt of this letter. Please
notify me when the trailer has been removed.
If repairs to your faulty septic sewage disposal are not completed, you must connect to the City
sewer system planned for the near future. Until repairs can be made or connection to the public
sewer in completed, the portable toilet is approved as long as it is emptied on a regular basis and
maintained in a sanitary condition.
On a final advisory note, a building permit is required prior to starting most types of construction
including re -roofing, electrical, plumbing, or mechanical work, and any building alterations or
additions. Please feel free to call me should you have any question about the need for a building
